        "content": "<p>Minister of Women\u2019s Empowerment and Child Protection (PPPA) Arifah\nFauzi has stressed that no case of sexual violence should be settled\namicably. \u201cFrom several existing cases, there are indeed cases that were\nresolved amicably. However, for sexual violence cases, there must be no\nrestorative justice,\u201d Arifah asserted when met at City Hall, Jakarta,\nThursday. According to her, sexual violence cases must be processed\nthrough judicial channels and cannot be settled out of court.\nFurthermore, Arifah acknowledged that on the ground, cases are still\nfrequently tossed from one agency to another. For this reason, she\nbelieves a pilot programme for integrated service delivery for women and\nchildren needs to be implemented. \u201cAll this time, victims have often had\nto move from one complaint post to another, then be transferred again to\nthe next agency, and even return to the previous agency. It is\nconditions like these that ultimately make victims reluctant to report,\u201d\nsaid Arifah. Arifah said one of the causes is the convoluted reporting\nprocess. Therefore, she continued, the PPPA Ministry is initiating\nefforts so that all agencies involved in handling victims can be within\none integrated service system, or ideally under one roof. \u201cThus, the\nvictim\u2019s needs in terms of security, health, and other needs can be met\nin one place. However, of course, this requires a long process. Because\nof that, we are starting from DKI Jakarta,\u201d said Arifah. She revealed\nthat if the programme runs well in the capital and has been evaluated to\nbe more refined, the programme will then be implemented in other\nregions. \u201cAs it progresses, we will continue to learn, observe existing\nshortcomings, improve them, and ensure victims\u2019 rights can be better\nfulfilled,\u201d Arifah said.<\/p>",
