Minister of Housing and Settlement Areas Maruarar Sirait has called for simplified land tenure requirements for recipients of the Self-Help Housing Stimulant Assistance (BSPS) programme. He argues that strict proof of ownership, such as a freehold certificate, is a major obstacle to programme uptake and is consulting the Law Minister to amend the regulations. The government plans to allow a simple letter from the village head as sufficient proof of land control, as the BSPS quota is set to surge from 45,000 units in 2025 to 400,000 units in 2026.

Jakarta (ANTARA) - Minister of Housing and Settlement Areas (PKP)
Maruarar Sirait (Ara) has stated that the proof-of-ownership requirement
for candidates of the Self-Help Housing Stimulant Assistance programme
(BSPS) needs to be simplified.

According to him, one of the obstacles to the uptake of the BSPS
programme is the ownership document requirement. He has held discussions
with the House of Representatives (DPR RI) as well as regional
governments, including receiving input from the Ministry of Social
Affairs regarding proof of ownership.

“We are planning to change the rules on proof of ownership. That is
why I have come to consult the Minister of Law so that everything can be
fulfilled. All the rules can be changed. Rules must not hinder the
state’s good intentions to help its people. And we will not hesitate to
do that for the people’s benefit,” Ara said in Jakarta on Wednesday.

He hopes the planned change to the rules on proof of ownership for
BSPS candidates can be realised and simplify matters, so that the
ownership requirement, which currently demands a freehold certificate,
girik or similar documents, could instead be replaced by sufficient
proof of land control in the form of a letter from the village head or
neighbourhood head.

According to the Ministry of Housing and Settlement Areas, one of the
criteria for recipients of BSPS assistance, popularly known as the house
renovation programme, is owning or controlling land with clear and legal
proof of ownership or control.

The Self-Help Housing Stimulant Assistance (BSPS) is government
funding support for low-income communities to improve the quality of
their homes or build new ones through self-reliance and mutual
cooperation.

The Ministry of Housing and Settlement Areas continues to strengthen
the governance of the BSPS programme to make it better targeted.

This effort is carried out through synergy with the Ministry of Home
Affairs (Kemendagri) and Statistics Indonesia (BPS) in updating
recipient data using the digital “Go PKP” system.

The BSPS programme aims to mobilise and increase self-reliance in
fulfilling decent housing and neighbourhoods.

Governance of the programme is also strengthened by a system whereby
the selection of shops or building material suppliers is carried out by
the Recipient Groups (KPB) accompanied by Field Facilitators (TFL).

In 2026, the BSPS quota will increase significantly to 400,000 units,
up from 45,000 units in 2025. This increase demonstrates the
government’s commitment to expanding public access to decent
housing.
",
