Foreign direct investment of around USD 1.4 billion has flowed into a solar panel plant in Indonesia, with construction started mid-2025 and operations expected by late 2026. The project aims to bolster domestic solar component production and support the government's energy transition, while universities will assist with research and studies under the coordination of the Ministry of Energy and Mineral Resources.

Jakarta — Investment Minister and head of BKPM Rosan Roeslani, also
CEO of Danantara, disclosed foreign direct investment for building a
solar panel plant in Indonesia, valued at about USD 1.4 billion. The
funds began to flow in from mid-2025, and construction of the production
facility is still underway. “The investment has been in since mid-2025.
The construction will take around one and a half years; the investment
value is around USD 1.4 billion,” Rosan told reporters after a limited
meeting with President Prabowo Subianto at the Presidential Palace
complex in Jakarta on Thursday, 5 March 2026. He said the plant’s
construction is expected to take about 18 months, with the production
facility targeted to be operational by the end of 2026. According to
Rosan, the project represents foreign investment to bolster the
development of Indonesia’s renewable energy industry. The plant’s
presence is expected to support domestic components for solar power
plants in Indonesia. “With this investment, we can use domestic
production, primarily to support PLTS projects promoted by the
government,” Rosan said. He views the development of a domestic solar
panel industry as a crucial step in strengthening the national clean
energy supply chain. Moreover, the investment is expected to accelerate
the government’s energy transition programme.

Minister of Higher Education, Science, and Technology Brian Yuliarto
said universities have been asked to support the acceleration of solar
power generation (PLTS) development. This move aims to replace
diesel-based power plants, which still incur high production costs.

“So, from us at the universities, research results and studies on
findings are being asked to support the acceleration of solar cells.
PLTS, especially to replace plants whose prices are still high, i.e.,
diesel-powered plants,” Brian said. He noted that accelerating solar
energy development will be coordinated by the Ministry of Energy and
Mineral Resources (ESDM). Meanwhile, universities will play a role in
providing research support and scientific studies.

“That was the President’s directive; later the ESDM Minister will
become the coordinator. Of course we from the universities will back up
with research and studies,” Brian added.
",
