Minister of State Apparatus Empowerment and Bureaucratic Reform\n(PANRB) Rini Widyantini has emphasised that the development of Integrity\nZones (ZI) must focus on real impact in public service, not just the\nfulfilment of administrative documents. The PANRB Ministry officially\nclosed the proposal period for the 2026 ZI on 30 June 2026, marking the\nstart of evaluations for the Corruption-Free Area (WBK) and Clean and\nServing Bureaucracy (WBBM) titles.<\/p>\n
Building a ZI is a crucial first step to ensure bureaucratic reform\nstays on the right track. The success of building a ZI is not determined\nby a single factor, but by consistency in managing comprehensive change.\n\u201cIntegrity must become a culture, providing a direct impact on the\ncommunity,\u201d Rini said in a written statement on Wednesday\n(8\/7\/2026).<\/p>\n
Rini explained that there are three main focuses that form the\nfoundation of ZI development. First, strengthening integrity through the\nprevention of corruption, collusion, and nepotism, as well as\nreinforcing internal controls. Second, improving the quality of public\nservices to be fast, easy, and meet public expectations. Third,\nstrengthening capability and performance accountability so that every\nwork unit can manage performance effectively, measurably, and with a\nresults-oriented approach.<\/p>\n
\u201cThese three aspects must run in balance because integrity without\ngood performance will not provide optimal benefits, while high\nperformance without integrity will not generate sustainable public\ntrust,\u201d she explained. Rini added that ZI development aligns with the\nPresident and Vice President\u2019s directives to build a clean, effective,\nand trustworthy bureaucracy, especially in the current digital era which\ndemands high speed and accountability. The WBK\/WBBM titles are awarded\nto work units whose leadership and staff have a strong commitment to\nmaking real, systematic, and sustainable changes.<\/p>\n
\u201cThe more work units that achieve WBK\/WBBM status, the stronger the\nbureaucratic culture that is clean from corruption and oriented towards\nexcellent public service. This commitment must be a shared spirit, from\nthe leadership to all staff,\u201d she said. It was noted that more than\n16,734 work units from various central and regional government agencies\nhave registered for ZI status. A total of 2,983 work units have\nsuccessfully achieved the WBK title, and 430 work units have reached the\nhighest WBBM title.
