        "content": "<p>Indonesia\u2019s Minister of Religion (Menag) Nasaruddin Umar and the\nleadership of the Indonesian Ulema Council (MUI) signed a Memorandum of\nUnderstanding (MoU) regarding the implementation of the Criminal Code\n(KUHP) and Criminal Procedure Code (KUHAP), particularly concerning\nreligious offences and morality issues.<\/p>\n<p>The signing took place at MUI\u2019s headquarters in Jakarta on Tuesday,\n10 March, with MUI represented by Deputy Chairman of the MUI Leadership\nCouncil, K.H. Marsudi Syuhud.<\/p>\n<p>At the event, Minister Nasaruddin Umar emphasised that legal matters\nconcern fundamental human rights for society. He therefore considered\nclarity in KUHAP definitions to be important, including the definition\nof \u201creligion\u201d.<\/p>\n<p>\u201cFor those of us who already understand, the definition of religion\nmay not need questioning. However, our future descendants will ask,\n\u2018What is religion?\u2019 What is religion and how does it differ from\nbelief?\u201d said the Minister.<\/p>\n<p>He added that incomplete understanding of history could create\nconfusion in viewing the concept of religion. Therefore, he argued that\ndeep study is needed to ensure that the definition of religion used by\nthe state aligns with the understanding of religious experts or\nulama.<\/p>\n<p>\u201cWe must not take this matter of definition lightly. There must be no\nspace for those who \u2018sell\u2019 religion due to the lack of clear boundaries.\nThese are guidelines we must establish together,\u201d he stressed.<\/p>\n<p>The Minister also described this effort to synchronise law between\nthe government and ulama as a form of great service. He reaffirmed his\ncommitment to re-examine articles that could potentially cause social\nproblems in the future.<\/p>\n<p>\u201cI consider this a \u2018jihad\u2019 to provide a good interpretation of the\ncurrent Criminal Code. We must move quickly to create guidelines to\nprotect the people in the future. Those who have the right to determine\nthis future are all of us,\u201d he said.<\/p>\n<p>Meanwhile, MUI Advisory Council Chairman Wahiduddin Adams explained\nthat this cooperation is a follow-up to recommendations from the MUI\nNational Consultation (Munas) and National Working Consultation\n(Mukernas).<\/p>\n<p>The initiative also responds to the implementation of Law Number 1 of\n2023 concerning the Criminal Code on 2 January 2026, and Law Number 20\nof 2025 concerning the Criminal Procedure Code.<\/p>\n<p>According to Wahiduddin, although several articles in these\nregulations have been formulated clearly, various different\ninterpretations continue to emerge in society, causing controversy.<\/p>\n<p>\u201cAlthough the articles appear clear, many different interpretations\nstill emerge in society, triggering controversy. This is where the\nimportance of synergy between the Ulama and Umara (government) lies in\nunifying steps,\u201d said Wahiduddin.<\/p>",
