        "content": "<p>Jakarta (ANTARA) - Minister for State Apparatus Utilisation and\nBureaucratic Reform Rini Widyantini stated that Government Employees\nwith Work Agreements (PPPK) cannot be dismissed if their contracts have\nnot yet expired.<\/p>\n<p>\u201cIn essence, PPPK cannot be terminated or dismissed if their contract\nhas not finished,\u201d Rini said during a working meeting with Commission II\nof the House of Representatives (DPR RI) at the parliamentary complex in\nSenayan, Jakarta, on Tuesday.<\/p>\n<p>Rini conveyed this in response to questions from Commission II\nmembers regarding issues of local governments planning to dismiss PPPK\ndue to budget limitations, following the implementation of the maximum\n30 percent personnel spending scheme from the Regional Budget (APBD) in\nJanuary 2027.<\/p>\n<p>She explained that the basis for appointing PPPK is to ensure the\ncontinuity of public services. Government agencies have also submitted\nabsolute responsibility statements (SPTJM) when appointing PPPK.<\/p>\n<p>\u201cOnce they become civil servants (ASN), we must provide protection to\nthose ASN,\u201d she said.<\/p>\n<p>Regarding the regional personnel spending scheme of a maximum 30\npercent from the APBD as regulated in Law Number 1 of 2022 on Financial\nRelations between the Central Government and Regional Governments (UU\nHKPD), as well as cuts to regional transfer funds (TKD), Rini\nacknowledged that adjustments are indeed necessary.<\/p>\n<p>\u201cWhether later, I do not know, the UU HKPD timeline is extended or\nwhether there are other interventions,\u201d Rini said.<\/p>\n<p>Previously, Interior Minister Tito Karnavian urged local governments\nto carry out efficiencies and creatively seek income to prevent the\ntermination of employment relations with PPPK.<\/p>\n<p>Tito, when met after a meeting with Commission II of the DPR RI at\nthe parliamentary complex in Senayan, Jakarta, on Monday (30\/3), said\nthat Article 146 paragraph (3) of the UU HKPD allows for adjustments,\nbut such adjustments are a last resort.<\/p>\n<p>The Ministry of Home Affairs will first monitor the capabilities of\nlocal governments and the Interior Minister will also deploy teams to\nthe regions.<\/p>\n<p>\u201cDo not expect these last-resort solutions.
