        "content": "<p>Minister for State Apparatus Utilization and Bureaucratic Reform Rini\nWidyantini has stated that Government Employees with Employment\nAgreements (PPPK) cannot be dismissed if their contracts have not yet\nexpired.<\/p>\n<p>\u201cEssentially, PPPK cannot be terminated or dismissed if their\ncontract has not ended,\u201d said Rini during a working meeting with\nCommission II of the House of Representatives (DPR RI) at the\nparliamentary complex in Senayan, Jakarta, on Tuesday, 31 March\n2026.<\/p>\n<p>Rini made this statement in response to questions from Commission II\nmembers regarding issues of local governments potentially dismissing\nPPPK due to budget limitations, following the enforcement of a personnel\nspending scheme capped at a maximum of 30 percent of the Regional Budget\n(APBD) in January 2027.<\/p>\n<p>She explained that the basis for appointing PPPK is to ensure the\ncontinuity of public services. Government agencies have also submitted\nAbsolute Responsibility Statements (SPTJM) when appointing PPPK.<\/p>\n<p>\u201cOnce they become civil servants (ASN), we must provide protection to\nthose ASN,\u201d she said.<\/p>\n<p>Regarding the regional personnel spending scheme capped at 30 percent\nof the APBD as regulated in Law Number 1 of 2022 on Financial Relations\nbetween the Central Government and Regional Governments (UU HKPD), as\nwell as cuts to regional transfer funds (TKD), Rini acknowledged that\nadjustments are indeed necessary.<\/p>\n<p>Rini stated that her office will conduct intensive discussions with\nthe Minister of Home Affairs, noting that Article 146 paragraph (3) of\nthe UU HKPD allows for adjustments to the regional personnel spending\npercentage based on ministerial decisions.<\/p>\n<p>\u201cWhether later, I do not know, the UU HKPD timeframe is extended or\nwhether there are other interventions,\u201d said Rini.<\/p>\n<p>Previously, Interior Minister Tito Karnavian asked local governments\nto implement efficiencies and creatively seek additional revenue to\nprevent the termination of PPPK employment relations.<\/p>\n<p>Tito, when met after a meeting with Commission II of the DPR RI at\nthe parliamentary complex in Senayan, Jakarta, on Monday (30\/3), said\nthat Article 146 paragraph (3) of the UU HKPD allows for adjustments,\nbut such adjustments are a last-resort solution.<\/p>\n<p>The Ministry of Home Affairs will monitor the capabilities of local\ngovernments first, and the Interior Minister will also deploy teams to\nthe regions.<\/p>\n<p>\u201cDo not expect these last-resort solutions yet.
