        "content": "<p>Jakarta (ANTARA) - Minister of Immigration and Corrections (Imipas)\nAgus Andrianto has affirmed his ministry\u2019s commitment to eradicating\nnarcotics distribution in correctional institutions (lapas) and state\ndetention centres (rutan).<\/p>\n<p>Agus stated that various concrete steps are continuously being taken\nto tighten supervision and close loopholes for narcotics distribution in\nlapas and rutan.<\/p>\n<p>\u201cWe are committed to taking action without favour. If any officers\nare proven to be involved, firm sanctions up to legal proceedings will\nbe imposed,\u201d Agus said in his statement in Jakarta on Friday.<\/p>\n<p>The former Head of Polri\u2019s Criminal Investigation Agency explained\nthat the concrete steps include strengthening technology-based security\nsystems through the installation of integrated surveillance cameras or\nCCTV, as well as increasing the intensity of routine and incidental\nraids in collaboration with law enforcement agencies such as BNN, Polri,\nand TNI.<\/p>\n<p>Furthermore, in the internal aspect, he said, enforcing discipline\nand integrity among officers is a primary concern. The Ministry of\nImipas ensures that every violation committed by rogue officers will be\nfirmly addressed in accordance with applicable legal provisions.<\/p>\n<p>Agus revealed that several rogue officers have already been subjected\nto disciplinary punishments up to severe levels and dismissal for being\nproven involved in narcotics distribution, and even some high-risk\ninmates who are kingpins and high-risk individuals among them have been\ntransferred to Nusakambangan Prison.<\/p>\n<p>\u201cThe transfer of kingpin and high-risk inmates has so far reached\n2,284 people,\u201d he said.<\/p>\n<p>According to him, the transfer of kingpin and high-risk inmates to\nNusakambangan is not merely a transfer. However, Agus continued, it has\ntwo objectives, namely to move the \u201croot causes\u201d of narcotics in lapas\nand rutan in the hope that it can clean those lapas and rutan from\nnarcotics transactions and interactions.<\/p>\n<p>Then, as a repressive and rehabilitative measure for those high-risk\ninmates so that they realise their mistakes and can properly follow\nguidance programmes when returning to society as independent\ninmates.<\/p>\n<p>For this reason, he said, the Ministry of Imipas continues to\nstrengthen guidance programmes for inmates, including rehabilitation and\npersonality development programmes, to prevent re-involvement in\nnarcotics abuse, in collaboration with relevant parties, both government\ninstitutions and non-governmental organisations (NGOs).<\/p>\n<p>Agus also emphasised that the issue of narcotics distribution in\nlapas and rutan is a complex problem that requires comprehensive and\ncollaborative handling.<\/p>\n<p>He also conveyed that he greatly welcomes input and opens space for\ndiscussion so that the handling of narcotics distribution problems in\nlapas and rutan can be resolved more optimally.<\/p>\n<p>\u201cWe continue to conduct evaluations and improvements so that lapas\nand rutan truly become safe guidance places, free from narcotics, and\nsupport the social reintegration process of inmates,\u201d he said.<\/p>\n<p>He also appreciated the attention and input given by Commission III\nof the DPR RI as part of its oversight function over the correctional\nsystem.<\/p>\n<p>\u201cWe view this as a form of shared concern in strengthening efforts to\neradicate narcotics.
