The Minister of Home Affairs, Muhammad Tito Karnatavian, emphasised\nthat his ministry does not want to consider the option of dismissing\nGovernment Employees with Work Agreements (PPPK) and honorary staff when\naddressing personnel dynamics within local government environments. This\nwas stated during a Hearing (RDP) with Commission II of the Indonesian\nHouse of Representatives (DPR RI) regarding the issues surrounding PPPK\nand honorary employees in Jakarta on Monday.<\/p>\n
\u201cWe do not hope for the option of employee dismissal,\u201d said Tito in\nthe Commission II Meeting Room. He further asserted that workers who\nhave already been recruited should not be dismissed, as the government\nwishes to avoid causing unrest among employees.<\/p>\n
During the session, the Minister also outlined several strategies to\nensure that personnel expenditure remains within the maximum limit of 30\nper cent, as mandated by the Law on Central and Regional Financial\nRelations (UU HKPD) starting from 2027. Regarding expenditure, he urged\nregional governments (Pemda) to refrain from both new recruitments and\nthe dismissal of existing staff. \u201c(Regional heads) must be firm that\nthere are no new honorary recruitments,\u201d the Minister stated.<\/p>\n
On the revenue side, the Minister encouraged regional governments to\nbe creative in increasing Local Original Revenue (PAD). He cited the\nsuccess of Pekanbaru City, which managed to optimise PAD from Rp800\nbillion to over Rp1 trillion through streamlined licensing processes. He\nalso provided the example of Banyuwangi Regency, which successfully\nlinked restaurant and hotel taxes directly to the regional government,\nthereby boosting PAD.<\/p>\n
Furthermore, the Minister encouraged the optimisation of\nRegional-Owned Enterprises (BUMD) to serve as instruments for increasing\nPAD. In addition to these efforts, he confirmed that he has held\nmeetings with the Minister of State Apparatus Empowerment and\nBureaucratic Reform, Rini Widyantini, and the Minister of Finance,\nPurbaya Yudhi Sadewa.
