        "content": "<p>Kupang, NTT (ANTARA) - The Minister of Basic and Secondary Education\n(Mendikdasmen), Abdul Mu\u2019ti, has outlined several steps to reduce the\nnumber of out-of-school children (ATS), including those who have never\nattended school or have dropped out, particularly in underdeveloped,\nremote, frontier, and outermost (3T) regions. He stated that the\ngeographical conditions of the archipelago nation pose one of the\nchallenges in realising quality education for all without exception, so\nhis ministry is continuously preparing a series of strategies to address\nthese challenges. Regarding improving access to formal education to\nreduce ATS in 3T areas, he said his ministry is ready to develop\nsingle-roof schools, which combine more than one education level within\na single school complex. In addition, he continued, the ministry is\ncurrently intensifying the implementation of the Distance Learning\nProgramme (PJJ), which has partnered with 20 provincial governments to\ncollaborate in providing online formal learning services for students\nfrom 3T regions. Regarding this PJJ programme, he said that the\nministry\u2019s support is not limited to providing host schools ready to\ndeliver formal teaching and learning activities online, but also extends\nto supporting the digital learning ecosystem. Mu\u2019ti explained that his\nministry is ready to provide Starlink internet services to learning\ncommunities, especially in 3T regions that wish to implement PJJ. \u201cWe\ncan develop distance learning, which currently involves 20 provincial\ngovernments to support the programme. Then, we also assist with the\nprovision of Starlink internet networks, there are learning communities,\nand there are also host schools that serve as the supervisors of this\ndistance learning programme,\u201d he said.
