        "content": "<p>Law Minister Supratman Andi Agtas has emphasised that the proposed\nlegislative changes to open limited dual citizenship for certain talents\nare not only intended for foreign nationals (WNA).<\/p>\n<p>The statement addressed concerns raised by representatives of the\nDiaspora Indonesia Institute, who voiced their worries through the\n\u2018Pasti Ada Solusi\u2019 programme in Jakarta on Friday.<\/p>\n<p>\u201cThe President, in his state address yesterday, never once mentioned\nthat the proposal was only for foreigners,\u201d said Supratman.<\/p>\n<p>On the contrary, he said, the President stressed that if there are\ndiaspora members who meet the qualifications for limited dual\ncitizenship, they will be prioritised.<\/p>\n<p>During the programme, one representative of the Diaspora Indonesia\nInstitute, Frank Simarmata, expressed concerns about the issue of plans\nto grant limited dual citizenship for certain talents only to foreign\nnationals and the lack of detailed regulation on the matter.<\/p>\n<p>In principle, Supratman affirmed that Indonesia adheres to the\nprinciple of single citizenship.<\/p>\n<p>However, over time, he said, dual citizenship in Indonesia is\ncurrently granted on a limited basis to children of mixed marriages\nunder Law Number 12 of 2006 on Citizenship, up to a certain age before\nthey must choose.<\/p>\n<p>Most recently, the President has called for limited dual citizenship\nto be granted to certain talents deemed capable of contributing to the\nnational interest.<\/p>\n<p>The Law Minister said the talents in question are primarily in the\nfields of science, technology, mathematics, medicine, and so on.<\/p>\n<p>\u201cOf course, the social sciences are certainly also needed,\u201d he\nsaid.<\/p>\n<p>Nevertheless, he stressed that the government will implement the\npolicy very selectively, including the possibility that applications\nwill be submitted by the institutions or ministries that need the\ntalent, rather than by individuals.<\/p>\n<p>He also expressed hope that all parties can wait patiently regarding\nthe policy, as it is still a proposal and has not yet become a political\ndecision.<\/p>\n<p>\u201cWe are also still gathering various inputs, such as from the\ndiaspora, so that they can later be incorporated into the Citizenship\nBill,\u201d said Supratman.<\/p>\n<p>When delivering the government\u2019s introductory statement on the Bill\non the 2027 State Budget and its Financial Note at the Parliament\nComplex in Jakarta on Friday (14\/7), President Prabowo Subianto said\nIndonesia has millions of diaspora members spread across various\ncountries.<\/p>\n<p>He said some of them have skills that Indonesia needs, including\nscientists, doctors, engineers, artificial intelligence experts,\nresearchers, entrepreneurs, artists, and athletes.<\/p>\n<p>According to him, some Indonesian diaspora members have changed\ncitizenship for various reasons, such as global career development,\nfamily needs, or service abroad.<\/p>\n<p>Therefore, the Head of State believes Indonesia does not need to\nforce its best talents to choose between opportunities to work at a\nglobal level and ties with the homeland.<\/p>\n<p>\u201cToday the government will propose to this honourable house a change\nin the law to open limited dual citizenship for those with exceptional\ntalent who can make an extraordinary contribution to the national\ninterest,\u201d he said.<\/p>\n<p>Prabowo stressed that the policy will be designed selectively and\nmeasurably. Prospective dual citizenship recipients will also go through\na series of stages, including an integrity test.<\/p>\n<p>In addition, the government will clearly regulate rights and\nobligations and consider the protection of Indonesia\u2019s security and\ninterests.<\/p>",
