        "content": "<p>Transport Minister Dudy Purwagandhi has affirmed that the government\nis facilitating private investment in RoRo (roll-on\/roll-off) ship\nlogistics by removing business barriers and additional operational\ncosts. Dudy stated that the government is opening the widest possible\nopportunities for business actors wishing to invest in logistics\ntransport services using RoRo vessels, provided they are deemed to have\nbusiness prospects. \u201cWe are removing obstacles, barriers for them, or\nroughly speaking, we are smoothing the path for them so they do not have\nadditional costs to incur,\u201d the Minister said during a media briefing in\nJakarta on Friday evening. According to Dudy, the government will not\nrestrict anyone who sees business opportunities in the sector, as the\ndevelopment of logistics transport requires the involvement of various\nparties, including the private sector. He explained that the government\nis not preparing a subsidy scheme for RoRo vessel operators, because\nlogistics services are business activities that must be run based on\neach company\u2019s economic calculations. Instead, the government is\ncommitted to creating a more conducive business climate by eliminating\nvarious barriers, including additional costs and licensing processes\nthat can burden business actors. Dudy said that if these various\nbarriers can be removed, companies only need to focus on operational\ncosts so that business efficiency can increase and investment becomes\nmore attractive. According to him, if a company still considers its\nbusiness unprofitable, the cause needs to be examined comprehensively,\nincluding from the market demand side, which is the main factor in the\nsuccess of logistics services. Therefore, the government is also\nstriving to encourage demand growth through various forms of catalysts,\nincluding providing incentives that can increase interest in using RoRo\nship-based logistics transport. \u201cThe catalysts are varied. Incentives\ncan be all sorts of things; incentives can be to stimulate demand\ngrowth. I offer this to anyone,\u201d the Minister said. Dudy revealed that\nPT ASDP Indonesia Ferry (Persero) has begun planning the operation of\nRoRo vessels for container transport on several routes as an initial\nstep in developing these logistics services. \u201cCurrently, ASDP is the one\ndaring to enter. If the private sector does not dare to enter, I cannot\norder them or force them, can I? It is impossible for them to force it\nif it is not viable for them,\u201d he added. According to Dudy, each company\nhas different investment capacities and strategies, so the feasibility\nof a project cannot be generalised, including in the development of\nlogistics transport using RoRo vessels. \u201cWhether it is viable or not\ndepends on each company. But if a company has surplus funds, investing\nhere can be considered a viable investment, depending on the capacity of\neach person, the capacity of each company, which varies from A to Z,\u201d\nthe Minister said again. Nevertheless, the government believes that\nlogistics transport via RoRo vessels can reduce the burden on roads, as\npart of goods distribution can be shifted from trucks to sea routes more\nefficiently. He added that the level of demand will determine the\nsuccess of the service, because business actors will choose the mode of\ntransport offering lower distribution costs compared to land routes.\nDudy is optimistic that the more competitive the transport costs using\nRoRo vessels, the greater the opportunity for logistics to shift from\nroads to sea routes, thereby continuously increasing national\ndistribution efficiency.<\/p>",
