        "content": "<p>The Minister of Agrarian Affairs and Spatial Planning\/Head of the\nNational Land Agency (ATR\/BPN), Nusron Wahid, announced that a new Joint\nCircular (SEB) will accelerate the verification and validation of the\nLand and Building Acquisition Duty (BPHTB) to a maximum of three days.\nThis initiative is designed to speed up land title transfer\nservices.<\/p>\n<p>One of the bottlenecks causing delays in the transfer of rights\nservice has been the verification or validation of BPHTB payments by\nrespective regional governments. With the SEB, verification is capped at\nthree days and adopts a positive fictitious approach, meaning if it is\nnot verified within three days, it is automatically deemed approved.<\/p>\n<p>Nusron, alongside Minister of Home Affairs Tito Karnavian, signed the\nSEB to support the acceleration of the transfer of rights service. The\nthree-day limit is part of a service transformation targeting the\ncompletion of the entire transfer of title process within a maximum of\n10 days.<\/p>\n<p>Previously, the non-uniform verification process across regions\nslowed down the title transfer procedure. With the accelerated BPHTB\nverification, the process will proceed to the creation of the Sale and\nPurchase Deed (AJB) within a maximum of two days. Subsequently, the\napplicant\u2019s file will be processed by the Ministry of ATR\/BPN within a\nmaximum of five days.<\/p>\n<p>With this division of time, the entire transfer of rights process is\ntargeted for completion within a maximum of 10 days. The 10-day transfer\nof rights service will be implemented in 17 Land Offices (Kantah) on 17\nAugust as a gift for Indonesian Independence Day. If successful, the\nservice will be available to the public in 41 regencies and cities by\nthe end of August 2026.<\/p>\n<p>The Ministry of ATR\/BPN aims to expand the service to 76 regencies\nand cities within the next three months, proportionally covering around\n70 per cent of total land services. Minister of Home Affairs Tito\nKarnavian committed to strengthening coordination to accelerate land\nservices, stating the SEB provides a legal umbrella for regional\ngovernments and the ATR\/BPN Ministry to integrate data and speed up\nBPHTB payments.<\/p>",
