        "content": "<p>Minister Akbar installs new inspectors for Habibie<\/p>\n<p>JAKARTA (JP): Minister\/State Secretary Akbar Tandjung has<br>\ninstalled four inspectors-general for development and has asked<br>\nthat they all report to him before going to President B.J.<br>\nHabibie.<\/p>\n<p>Akbar said during the installation ceremony Saturday that<br>\nalthough the four inspectors had direct access to Habibie, they<br>\nshould, for coordinating purposes, keep him abreast of everything<br>\nthey report to the President.<\/p>\n<p>The development inspectors-general in the past were often<br>\ndescribed as the &quot;eyes and ears&quot; of the President in monitoring<br>\nprogress and irregularities in national development.<\/p>\n<p>Although structurally the inspectors report to the President,<br>\nthey take up offices in the Bina Graha presidential office in the<br>\nhuge State Secretariat office complex.<\/p>\n<p>&quot;We have had problems with coordination in the past because<br>\neach official regarded their office as a castle that no one else<br>\nwas allowed to enter,&quot; Akbar said.<\/p>\n<p>The four new inspectors-general are Maj. Gen. (ret) Sulatin<br>\nUmar, Fuadi Rasjid, Harijono Djojodihardjo and Gunawan<br>\nHadisusilo. They had formerly served Habibie as aides when he was<br>\nvice president.<\/p>\n<p>They replaced former president Soeharto&apos;s appointees Maj. Gen.<br>\n(ret) Syaukat Banjaransari, Maj. Gen. (ret) Kentot Harseno and<br>\nHumantar Lumban Gaol. One position had been vacant for years.<\/p>\n<p>Poor coordination between the inspectors and the state<br>\nsecretary became public knowledge in 1995, when Kentot reported<br>\nto Soeharto on financial irregularities involving the then<br>\ntransportation minister Haryanto Dhanutirto.<\/p>\n<p>The state secretary at the time, Moerdiono, later complained<br>\nthat he had often been bypassed by the inspectors.<\/p>\n<p>Palace sources said Saturday that Habibie plans to recruit<br>\nmore aides who will likely be placed under Akbar&apos;s supervision.<br>\n(prb)<\/p>",
