Minister Akbar installs new inspectors for Habibie<\/p>\n
JAKARTA (JP): Minister\/State Secretary Akbar Tandjung has
\ninstalled four inspectors-general for development and has asked
\nthat they all report to him before going to President B.J.
\nHabibie.<\/p>\n
Akbar said during the installation ceremony Saturday that
\nalthough the four inspectors had direct access to Habibie, they
\nshould, for coordinating purposes, keep him abreast of everything
\nthey report to the President.<\/p>\n
The development inspectors-general in the past were often
\ndescribed as the "eyes and ears" of the President in monitoring
\nprogress and irregularities in national development.<\/p>\n
Although structurally the inspectors report to the President,
\nthey take up offices in the Bina Graha presidential office in the
\nhuge State Secretariat office complex.<\/p>\n
"We have had problems with coordination in the past because
\neach official regarded their office as a castle that no one else
\nwas allowed to enter," Akbar said.<\/p>\n
The four new inspectors-general are Maj. Gen. (ret) Sulatin
\nUmar, Fuadi Rasjid, Harijono Djojodihardjo and Gunawan
\nHadisusilo. They had formerly served Habibie as aides when he was
\nvice president.<\/p>\n
They replaced former president Soeharto's appointees Maj. Gen.
\n(ret) Syaukat Banjaransari, Maj. Gen. (ret) Kentot Harseno and
\nHumantar Lumban Gaol. One position had been vacant for years.<\/p>\n
Poor coordination between the inspectors and the state
\nsecretary became public knowledge in 1995, when Kentot reported
\nto Soeharto on financial irregularities involving the then
\ntransportation minister Haryanto Dhanutirto.<\/p>\n
The state secretary at the time, Moerdiono, later complained
\nthat he had often been bypassed by the inspectors.<\/p>\n
Palace sources said Saturday that Habibie plans to recruit
\nmore aides who will likely be placed under Akbar's supervision.
