        "content": "<p>Mining Forum 2026, held at Menara Bank Mega in Jakarta on Thursday 6\nMarch 2026, debated the question: \u2018How is Indonesia\u2019s mining industry\nfaring?\u2019 The forum gathered regulators, policymakers, industry leaders\nand stakeholders to discuss developments in the mineral and coal sector.\nAttendees included Bambang Patijaya, Chair of Commission XII of the DPR\nRI; Irwandy Arif, Chairman of the Indonesia Mining Institute; Gita\nMahyarani, Executive Director of the Indonesian Coal Mining Association\n(APBI); and Ahmad Kharis, Vice Chairman of I ASPINDO, among others.<\/p>\n<p>Ezra Sibarani, Vice Chairman for Legal and Tax at the Indonesia\nMining Association (IMA), outlined several developments shaping the\ndomestic mining industry. A focal point was the 2026 RKAB (Rencana Kerja\ndan Anggaran Biaya) production target cuts. The RKAB 2026 sets coal\nproduction at 600 million tonnes, down from 790 million tonnes in 2025,\nwhile nickel production is targeted at 260\u2013270 million tonnes, well\nbelow the 379 million tonnes target in 2025. Miners said the coal cut\nhit their plans hard, with the selection criteria for quotas not\ndisclosed and investors already preparing for output enhancements to\nfulfil customer commitments, meaning RKAB 2026 could disrupt targets and\ncause losses.<\/p>\n<p>Irwandy Arif, Chair of the Indonesia Mining Institute, noted the\nsector faces several headwinds, including the RI\u2013US and EU trade\nagreements around critical minerals, obligations under the Nickel\nPassport, and price cycles, along with sudden RKAB quota policies and\nthe impact of the US\u2013Iran conflict. He argued the mining sector faces\nshort- to medium-term pressures and advocated policies that strengthen\nstructural resilience and transparency to prevent a transition to a\nmining crisis.<\/p>\n<p>Gita Mahyarani, Executive Director of the Indonesian Coal Mining\nAssociation (APBI), echoed the concern that RKAB 2026 policy uncertainty\nhad persisted for about a month, with miners lacking clarity on quotas\nand some APBI members facing 40\u201380% quota reductions without\nexplanations.<\/p>\n<p>Sudirman Widhy, Chair of the Indonesian Mining Professionals\nAssociation (Perhapi), warned that the production quota reductions in\nRKAB 2026 could disrupt long-term mine planning, with consequences for\nproduction and mine financing and potential impacts on mine worker\nlayoffs.<\/p>\n<p>Worsening production uncertainty was also seen as a risk to the\nmining services sector, according to Ahmad Kharis, Vice Chairman of I\nASPINDO, who noted that 85% of mining work in coal is performed by\nASPINDO members. If coal production falls by 25% in 2026, equipment and\nhuman resources would be unable to operate, and financing from banks and\nmultifinance could be affected.<\/p>\n<p>Regarding RKAB 2026, Siti Sumilah Rita Susilawati, Secretary of the\nDirectorate General of Mineral and Coal (Ditjen Minerba) at the Ministry\nof Energy and Mineral Resources (ESDM), acting on behalf of Director\nGeneral Tri Winarno, said RKAB 2026 is not a production cap but a\nproduction alignment. The policy relates to three aims: addressing\nsupply-demand imbalances that pressure prices (particularly nickel),\nmaintaining price stability, and preserving Indonesia\u2019s mineral\nreserves.<\/p>\n<p>Herry Permana, Assistant Deputy for Mineral Development at the\nCoordinating Ministry for Economic Affairs, representing Deputy for\nEnergy and Mineral Resources, Elen Setiadi, additionally stated that\nRKAB 2026 aligns with energy security and downstream development in\nIndonesia.<\/p>\n<p>Bambang Patijaya, Chair of Commission XII of the DPR RI, described\nRKAB 2026 as a new policy that has sparked pro and contra debates.
