        "content": "<p>Mines Ministry denies authority<\/p>\n<p>JAKARTA (JP): The Ministry of Mines and Energy denied it was<br>\nresponsible for issuing permits for sand quarrying in North<br>\nJakarta.<\/p>\n<p>The ministry&apos;s public relations office announced Friday that<br>\nthe ministry issued permits for off-shore sand quarrying in<br>\ngeneral.<\/p>\n<p>But permits for companies operating in the Seribu Islands and<br>\nin the Jakarta Bay are issued by the municipality. The decision<br>\nof the ministry was signed in November 1985.<\/p>\n<p>Earlier mayor Suprawito said the city had no authority to<br>\nissue sand quarrying permits in the Seribu Islands as permits<br>\nrested with the Ministry of Mines and Energy.<\/p>\n<p>Supervision of environmental damage was raised in the media<br>\nlast week following reports of the disappearance of at least six<br>\nof the Seribu Islands. Uncontrolled sand quarrying was one of the<br>\nreported causes.<\/p>\n<p>Councilor Bandjar Marpaung had said supervision of the Seribu<br>\nIslands did not lie with the city alone. Besides the Ministry of<br>\nMines and Energy, the city must also deal with the Directorate<br>\nGeneral of Sea Affairs under the Ministry of Transportation, the<br>\nNavy and other offices in matters regarding coastal management.<\/p>\n<p>The head of the city&apos;s environmental study and monitoring<br>\noffice, Ali Rozi, had said the autonomy of the city was crucial<br>\nin preserving the islands and their surroundings. He said the<br>\ncentral government should be held responsible for damage in the<br>\nSeribu Islands. (11)<\/p>",
