        "content": "<p>Mines and Energy Ministry told to follow rules<\/p>\n<p>JAKARTA (JP): Vice President Try Sutrisno told yesterday<br>\nMinistry of Mines and Energy officials to be consistent in the<br>\nway they promoted investment in the mines and energy sector.<\/p>\n<p>\"Don't break the existing rules of the game or standards in<br>\ntrade and investment,\" Try said at his office.<\/p>\n<p>He said that in the current era of openness investors needed<br>\nclear and transparent transactions.<\/p>\n<p>He said ministry officials should learn the existing local and<br>\ninternational regulations so that they could force win-win<br>\nsolutions in their negotiations with investors.<\/p>\n<p>Try's comments were made in the wake of the ministry's failed<br>\nattempt to oblige foreign mining contractors to give the state at<br>\nleast 10 percent of their mining projects.<\/p>\n<p>Director General of Mining Adjat Sudradjat recently proposed<br>\nthat seventh generation mining contracts of work, which had been<br>\nsigned by his predecessor, be changed to accommodate the new<br>\npolicy.<\/p>\n<p>Adjat said the minister proposed the change to mining rules in<br>\nresponse to the public's call for the state to get a higher stake<br>\nof mining operations.<\/p>\n<p>Investors rejected changes while observers dismissed the<br>\nministry's effort as inconsistent with a 1994 regulation which<br>\nallows wholly owned foreign investment in the mining sector.<\/p>\n<p>The ministry dropped the proposal due to public pressure.<\/p>\n<p>Try said Indonesia still needed foreign investors in the<br>\nmining sector because the country lacked mining technology and<br>\nfunds.<\/p>\n<p>\"But, we have to gradually master the technology to make<br>\nourselves more competitive and have greater bargaining power in<br>\nthe mines and energy business,\" Try said in his opening address<br>\nto the national work meeting of Mines and Energy Ministry<br>\nofficials.<\/p>\n<p>He also told officials to pay attention to protecting the<br>\nenvironment in supervising mining activities.<\/p>\n<p>The ministry work meeting, To Increase the Readiness of the<br>\nMines and Energy Sector for the Era of Openness, ends tomorrow.<br>\n(jsk)<\/p>",
