        "content": "<p>Military to clamp down on poison-arrow gangs<\/p>\n<p>MEDAN, North Sumatra (JP): Bukit Barisan Military chief Maj.<br>\nGen. Arie J. Kumaat has ordered his troopers to clamp down on<br>\ncriminal gangs which use poison arrows to knock out their<br>\nvictims.<\/p>\n<p>Kumaat, whose jurisdiction covers the northern part of<br>\nSumatra, said yesterday the practice is widely used by gangs<br>\noperating around the Polonia district, home to Medan's airport as<br>\nwell, Antara reported.<\/p>\n<p>\"I've ordered the chief of the district military command to<br>\nwork together with the police to enhance the security and order<br>\nin the Polonia area,\" he told reporters yesterday after attending<br>\nthe induction ceremony of the new Medan Police Chief.<\/p>\n<p>He said his troopers have arrested a number of criminals<br>\nusing poison arrows, many of which are gang members.<\/p>\n<p>National Police Chief Gen. Banurusman Astrosemitro, in his<br>\nspeech at the induction ceremony, said North Sumatra has the<br>\nfourth highest crime rate in Indonesia, after Jakarta, Central<br>\nJava and East Java.<\/p>\n<p>Banurusman installed Col. Nana S. Permana, formerly chief of<br>\nWest Sumatra Police, as the new North Sumatra Police chief to<br>\nreplace Brig. Gen. Roesmanhadi, who will move to become chief of<br>\nEast Java Police.<\/p>\n<p>To the new chief, Banurusman said a more innovative approach<br>\nis needed to contain and reduce the crime rate in the province.<\/p>\n<p>Police should be wise but firm, and respect the law and<br>\npeople's rights, he said.<\/p>\n<p>He also stressed the need for greater coordination among the<br>\nvarious agencies each time police conduct a new operation.<\/p>\n<p>Kumaat said that given the strong character of the North<br>\nSumatran people, the police should minimize the level of force<br>\nused to contain these novel criminal acts. \"If you use force on<br>\nthe North Sumatran people, they'll get even more violent,\" he<br>\nquipped.
