        "content": "<p>Military deal for U.S. and Manila<\/p>\n<p>MANILA (AP): Philippine and U.S. officials signed an agreement<br>\non Friday granting benefits to Filipino soldiers being trained in<br>\nthe United States, a sweetener for an earlier pact that would<br>\nallow a resumption of large joint military exercises in the<br>\nPhilippines.<\/p>\n<p>The earlier pact, the Visiting Forces Agreement, was signed in<br>\nFebruary but must be approved by the Philippine Senate. Church<br>\nand leftist groups have opposed the agreement and the return of<br>\nU.S. forces.<\/p>\n<p>Foreign Secretary Domingo Siazon said the second agreement,<br>\nwhich needs no ratification, will take effect only after the VFA<br>\nis approved. The VFA was submitted to the Senate on Wednesday but<br>\nhas yet to be scheduled for debate.<\/p>\n<p>The new agreement allows Filipino defense personnel being<br>\ntrained in the United States to bring their dependents with them.<br>\nU.S. Ambassador Thomas Hubbard said American troops who visit the<br>\nPhilippines for training would not enjoy similar benefits.<\/p>",
