He issued a strict prohibition against\npolice officers carrying firearms while conducting security operations.\nThe message was delivered by Metro Jaya Police\u2019s Director of Vital\nObject Security, Senior Commissioner Joko Sulistio, as he read out the\nPolice Chief\u2019s mandate during a troop deployment ceremony for protest\naction services in Jakarta. \u201cThose who take to the streets are our\nbrothers and sisters exercising their right to voice aspirations. Our\ntask is to ensure those aspirations are channelled safely, orderly, and\nunder control,\u201d he stated. The Police Chief underscored that the\ndemonstrators are citizens exercising their constitutional rights.\nTherefore, the police are obliged to guarantee that the expression of\nopinion proceeds smoothly without disrupting the activities of the wider\ncommunity. All personnel were also reminded to control their emotions,\nremain patient and calm, and act proportionally on the ground. Law\nenforcement, Asep noted, is the very last resort (ultimum remedium) in\nhandling protests. \u201cNo firearms. The internal affairs division must\nensure and video-record the inspection of all personnel\u2019s equipment\nbefore duty,\u201d he stressed. Furthermore, security operations must be\nstructured under a single command system, where no personnel may take\nunilateral action without instructions from leadership. To anticipate\npotential disturbances, community police officers, the Raimas Team, and\nthe Raisa Team were asked to sterilise areas behind the troops to sweep\nfor provocateurs and dangerous objects. Specifically, each Sabhara and\nBrimob unit is required to carry light fire extinguishers to anticipate\nany tyre-burning actions by the crowd.
