Mega to sign RI plan to implement Jo'burg Summit<\/p>\n

President Megawati Soekarnoputri is expected to sign on Wednesday
\nnext week the national commitment in compliance with the
\nagreement made in the 2002 Johannesburg World Summit on
\nSustainable Development.<\/p>\n
Masnellyarti Hilman, the deputy for technical facilities
\nmanagement at the environment ministry, said the national
\ndeclaration would spell out the government's political will to
\nimplement the outcomes of the Johannesburg summit, the 1992 Earth
\nSummit in Rio de Janeiro and the 1972 Human and Environment
\nSummit in Stockholm.<\/p>\n
The signing, to take place in Yogyakarta, will mark
\nIndonesia's agreement to carry out economic and social
\ndevelopment while preserving the environment for the sake of
\nfuture generations.<\/p>\n
\"Indonesia must start to implement the sustainable development
\npolicy, otherwise, there will be no hope for the country,\"
\nMasnellyarti told a press conference on Thursday.<\/p>\n
She said by signing the national declaration, Indonesia could
\neventually become a middle-income country, by showing improvement
\nin the human development index, getting better marks on the
\ncorruption perception index, improving competitiveness and
\nhalving the level of pollution and environmental damage.<\/p>\n
The declaration will also stipulate that the sustainable
\ndevelopment principles will be implemented in 12 major sectors,
\nincluding poverty reduction, good governance, civil society,
\neducation, water resources, energy and mineral resources, health,
\nagriculture, environmental protection and finance.<\/p>\n
In the declaration, Indonesia will acknowledge its failure to
\nimplement the Indonesia Agenda-21, which was launched in 1999 to
\nimplement the guidelines set forth in the Rio summit, due to a
\nlack of political will.<\/p>\n
\"But, echelon 1 officials from all ministries have agreed to
\nimplement the sustainable development principles prior to the
\nnational declaration,\" Masnellyarti vowed.<\/p>\n
Several ministries have been known to fight with each other in
\npursuing their respective development targets recently.<\/p>\n
One such case is the major road construction plan, which will
\ncut through a pristine and protected forest in Aceh and has
\nsparked a quarrel between the environment minister and the
\nforestry minister on one hand and the settlement and the regional
\ninfrastructure minister on the other hand.<\/p>\n
The forestry minister, the environment minister, the mineral
\nand energy resource minister and the state minister for the
\nacceleration of development in eastern Indonesia have also been
\nin a dispute over the open pit mining issue in protected forests.<\/p>\n
The declaration of the Johannesburg summit in 2002 is said to
\nhave failed to produce a concrete and comprehensive action plan
\nto execute the 1992 Rio summit declaration, which concluded that
\neconomic, social and environmental concerns were inescapably
\ninterlinked with world development.<\/p>",
