        "content": "<p>Meeting proposes forum to boost infrastructure<\/p>\n<p>JAKARTA (JP): The five-day World Infrastructure Forum-Asia<br>\n1994 concluded here yesterday with an agreement to form a<br>\ncommunication forum to boost infrastructure development in Asia.<\/p>\n<p>Chairman of the closing ceremony M. Rahmatullah said the<br>\nforum, called the Asian Infrastructure Development Align (AIDA),<br>\nwill be designed to find ways of financing infrastructure<br>\ndevelopment in Asia.<\/p>\n<p>\"The AIDA is to follow up the results of this symposium and to<br>\nhelp countries in Asia with their infrastructure development,\" he<br>\nsaid after the closing session.<\/p>\n<p>Rahmatullah, director of the Transport, Communications and<br>\nTourism Division at the United Nations, noted that the forum will<br>\nalso promote cooperation among the governments, the private<br>\nsectors and multilateral financial institutions in Asia.<\/p>\n<p>Both President Soeharto and Philippine President Fidel Ramos<br>\nacknowledged that cooperation among the three magnitudes is<br>\nsorely needed to construct infrastructure in the developing<br>\nworld.<\/p>\n<p>\"Building infrastructure needs effective alliances and<br>\npartnerships among the governments, private sectors and<br>\nmultilateral institutions. This is the gate for achievement of<br>\nfuture progress,\" Ramos said on the second day of the conference.<\/p>\n<p>Among the three, the governments turn out to be the strongest<br>\nbidders in the infrastructure development. Thus, the forum calls<br>\non governments to ease investment procedures so that the private<br>\nsectors will be encouraged to take part.<\/p>\n<p>Asian countries are expected to focus their energy on building<br>\na dynamic economy through rapid infrastructure development.<br>\n\"Infrastructure represents, if not the engine, the will of<br>\neconomic activities.\"<\/p>\n<p>Spending<\/p>\n<p>Asian countries are forecast to spend some US$2.5 trillion to<br>\nbuild infrastructure projects in the continent by the year 2000.<br>\nTo anticipate the high spending on infrastructure, the Asian<br>\nDevelopment Bank (ADB) is assigned to raise $1 trillion or more.<\/p>\n<p>John Taylor, director of the Private Sector Department at the<br>\nADB, said yesterday that every country is encouraged to raise<br>\nfunds through capital markets since international financial<br>\ninstitutions cannot provide all the funds needed for all<br>\ninfrastructure projects.<\/p>\n<p>\"Through capital markets, governments can generate local<br>\nresources effectively for their infrastructure development,\"<br>\nTaylor noted.<\/p>\n<p>Meanwhile, Greg Ingram, a World Bank expert on infrastructure,<br>\nsuggested that governments should be careful in offering<br>\nincentives to attract private investment, especially if the<br>\nincentives are given in the form of risk guarantees.<\/p>\n<p>\"Guarantees need to be analyzed with care to ensure that the<br>\nentity which has the most control over the risk should bear the<br>\nrisk,\" Ingram said yesterday.<\/p>\n<p>He noted that governments should normally provide guarantees<br>\nfor policy risks or exchange rate risks, while service providers<br>\nshould carry commercial risks.<\/p>\n<p>When asked, Ingram declined to comment on the deal between the<br>\nIndonesian government and Esso Natuna Inc., an affiliate of the<br>\nU.S. Exxon Corp., on a multi-billion dollar natural gas<br>\nliquefaction project in Natuna of Riau, in which the Esso<br>\ninsisted that the government share the environmental risks<br>\nwhenever there is an explosion at the gas plant.<\/p>\n<p>\"It's clear enough, however, that the one who has the most<br>\ncontrol over the risks should bear the risks.\" (rid)<\/p>",
