        "content": "<p>Jakarta \u2013 Alleged irregularities in the Free Nutritious Meal (MBG)\nprogramme concerning the procurement of tens of thousands of electric\nmotorcycles worth over Rp1 trillion have come under public scrutiny\nafter it emerged that the units were already paid in full, despite most\nstill being in the assembly process.<\/p>\n<p>Presidential Chief of Staff (KSP) Dudung Abdurachman disclosed\nindications of a budget mark-up in the National Nutrition Agency\u2019s (BGN)\noperational vehicle procurement. The value of the discrepancy found is\nestimated at around Rp200 billion, whilst calculations by audit bodies\ncould reportedly be even higher.<\/p>\n<p>\u201cSo it appears that the process for these electric motorcycles is\nstill ongoing, the assembly process. The motorcycles total 21,800 units,\nincluding 1,507 trail bikes and 6,431 mopeds, and these are all\nelectric. The total budget is Rp1.03 trillion,\u201d Dudung stated at the KSP\nBuilding in Central Jakarta on Wednesday, 10 June 2026.<\/p>\n<p>According to Dudung, the findings emerged after a check on the\nprocurement realisation in April 2026. At that time, it was discovered\nthat most of the vehicles already paid for by the BGN had not yet been\nfinished being produced.<\/p>\n<p>\u201cUpon inspection, it turns out that as of 7 April, these were still\nbeing assembled, but payment had already been made by the old official.\nThere is a discrepancy, estimated at around Rp200 billion. It would be\ndifferent if the BPK calculated it; they might say Rp400 billion. Yes,\nthere is a mark-up. This should be an easy process for the law to act\nswiftly,\u201d he said.<\/p>\n<p>Dudung\u2019s statement strengthens the corruption allegations previously\nrevealed by the Attorney General\u2019s Office during its investigation of\nformer BGN Head Dadan Hindayana, former BGN Deputy Head Lodewyk Pusung,\nand Sony Sonjaya. In the case construction presented by investigators,\nthe three former BGN senior officials are suspected of interfering in\nthe procurement of goods and services, resulting in a mismatch with the\nactual needs of the MBG programme on the ground. Several procurement\nprojects reportedly experienced price mark-ups that led to state\nlosses.<\/p>\n<p>The Director of Investigation for the Junior Attorney General for\nSpecial Crimes, Syarief Sulaeman, previously stated that mark-up\npractices allegedly occurred in several large-value procurements. \u201cThere\nwere mark-ups in procurement prices resulting in losses that did not\nsupport the operational implementation of the MBG,\u201d Syarief stated.<\/p>\n<p>The electric motorcycle procurement has become one of the largest\nprojects now highlighted by investigators. The total procurement\ninvolved approximately 21,801 units with a budget value of more than Rp1\ntrillion.<\/p>",
