        "content": "<p>Mayors empowered to handle developers<\/p>\n<p>JAKARTA (JP): The city's five mayors now have greater<br>\nauthority in insisting that real estate developers honor their<br>\nobligation to build social and public facilities as required by<br>\nlaw, an official said.<\/p>\n<p>Deputy governor for administrative affairs Idroes told<br>\nreporters yesterday that the extra authority was given by<br>\nGovernor Surjadi Soedirdja.<\/p>\n<p>Therefore, the mayors are no longer in charge only of urging<br>\ndevelopers to abide by the existing regulations, but of receiving<br>\nthe facilities from the developers and managing them as well.<\/p>\n<p>Decree<\/p>\n<p>Based on gubernatorial decree No. 540\/1990, private developers<br>\nare obliged to build social and public facilities, including<br>\nschool buildings, places of worship and parks. The facilities<br>\nhave to be handed over to the municipal administration as city<br>\nproperty.<\/p>\n<p>\"The transfer of responsibility from the governor to the<br>\nmayors is intended mainly to give the mayors the freedom to force<br>\ndevelopers to fulfill their obligations,\" Idroes said.<\/p>\n<p>He explained that previously the facilities built by the<br>\ndevelopers were handed over to the governor, while the mayors<br>\nwere in charge of encouraging the developers to speed up<br>\ncompletion of the facilities.<\/p>\n<p>The governor, Idroes said, has also instructed the mayors to<br>\ntake firm action against any developers acting contrary to the<br>\nlaw. The action would include administrative sanctions, such as<br>\ntemporarily refusing to process their applications for building<br>\npermits.<\/p>\n<p>Idroes said that currently there are 175 registered real<br>\nestate developers in Central, East, West and North Jakarta, but<br>\nup until now only 81 of them have fulfilled their obligations.<br>\nMost of them prefer to build more houses rather than set aside<br>\nthe land for public facilities.<\/p>\n<p>Out of the 85 developers in Central Jakarta, only 39 have met<br>\ntheir obligations, in East Jakarta 33 of the 44 developers have<br>\ndone so, while in West Jakarta 12 of 45 developers have carried<br>\nout their duty.<\/p>\n<p>\"In North Jakarta PT Summarecon Agung, the largest developer<br>\nin the mayoralty, has been given a deadline of Aug. 17 to finish<br>\nthe construction of the social and public facilities in a number<br>\nof its housing projects,\" Idroes said.
