Mayors asked to stop jobless newcomers from settling here<\/p>\n
JAKARTA (JP): Deputy Governor for Administrative Affairs
\nIdroes asked all mayors to look out for newcomers in their areas
\nand enforce the provincial decree on population.<\/p>\n
He said yesterday monitoring was necessary, before newcomers
\nbecame settled in the city.<\/p>\n
\"It is estimated that around eight to 10 percent of the number
\nof people who went to their hometowns for Idul Fitri will come to
\nthe city seeking jobs,\" Idroes said.<\/p>\n
He admitted the city found it difficult to curb the
\nmushrooming number of post-Idul Fitri newcomers. \"Jakarta is the
\ncountry's capital, which is always attractive to country people,\"
\nIdroes said.<\/p>\n
The decree on population stipulates newcomers must possess
\ndocuments such as letters guaranteeing employment and
\naccommodation in Jakarta. Without such documents newcomers are
\nprohibited from living in Jakarta, which now has a population of
\nmore than nine million.<\/p>\n
People who meet the requirements get temporary citizenship
\ncards which are valid for six months, before they get permanent
\nJakarta IDs.<\/p>\n
Every year, the city administration faces the problem of
\ncurbing the influx of newcomers.<\/p>\n
The city administration has been cooperating with West,
\nCentral and East Java administrations as well as South Sumatra
\nadministration to prevent the influx.<\/p>\n
The fact that most newcomers are unskilled people who will
\nfind it hard to survive in the city, adds to the problem for the
\nadministration.<\/p>\n
Those who cannot find jobs usually become criminals or
\nbeggars, and only very few are willing to leave.<\/p>\n
The City Population Office, in cooperation with the City
\nPublic Order Office, rounds up beggars and sends them back to
\ntheir hometowns.<\/p>\n
The population office estimates that the 3.5 million people,
\nwho returned to their hometowns for Idul Fitri, will bring
\n300,000 newcomers back with them this year.<\/p>\n
The office reported that 3,059,576 Jakartans left the city for
\ntheir hometowns between Feb. 2 and Feb. 8.<\/p>\n
Yesterday, the flow of people returning to the city increased
\nand bus terminals were crowded.<\/p>\n
From Thursday until 8 a.m. yesterday, 161,539 people returned
\nvia the main and temporary bus terminals. On Wednesday, 141,059
\npeople arrived.<\/p>\n
At the city's railway stations, the number of returnees was
\ndown from 31,931 Wednesday to 28,012 Thursday. (ste)<\/p>",
