Mayoralty denies new permits to developer<\/p>\n
JAKARTA (JP): The North Jakarta mayoralty yesterday announced
\nthat it has momentarily stopped issuing new building permits
\n(IMB) to PT Summarecon Agung, a giant housing developer, because
\nof its failure to comply with bylaws on building social and
\npublic facilities.<\/p>\n
Mayor Suprawito told reporters that his office is also
\nconsidering revoking land appropriation permits (SIPT) now held
\nby Summarecon and possibly even filing a lawsuit against the
\ncompany for continuing to neglect its obligations.<\/p>\n
This is the first time that city authorities have taken action
\nagainst a housing developer for neglecting obligations to build
\nsocial and public facilities, which range from schools, parks,
\nhouses of worship to roads and gutters.<\/p>\n
While Summarecon, which developed and managed the huge and
\nluxury Kelapa Gading housing complex, is not the only one who is
\nviolating the regulations, it is one of the largest. The North
\nJakarta mayoralty said Summarecon owes some Rp 1 trillion worth
\nof social and public facilities to the city administration.<\/p>\n
\"The mayoralty will not accommodate the developer until it
\nfulfills its obligation to provide and hand over public and
\nsocial facilities to the city administration,\" Suprawito said.<\/p>\n
He said the punishment meant that any new houses built by
\nSummarecon would be illegal and his office would have the right
\nto demolish them.<\/p>\n
\"Governor Surjadi (Soedirdja) supports the plan by saying that
\nthe developer should be punished because it has been harassing
\nthe mayoralty,\" Suprawito said.<\/p>\n
PT Summarecon Agung is a publicly listed company on the
\nJakarta Stock Exchange. It holds nine land appropriation permits
\nfor North Jakarta allowing it to appropriate 307.6 hectares of
\nland.<\/p>\n
Officials at the company were not available for comment on the
\nlatest action by the authorities yesterday.<\/p>\n
But Benny Lucman, the chief commissioner of the company, last
\nmonth acknowledged that Summarecon has not fulfilled its social
\nand public obligations.<\/p>\n
The developer however is working on it, he said when he
\nreceived a visit from the Commission D of the City Council.<\/p>\n
Benny said the problem dates back to the 1970s when the
\nhousing complex was first built. He pointed out that the bylaws
\nat the time did not compel developers to build these facilities.<\/p>\n
On a separate occasion yesterday, Governor Surjadi yesterday
\ncalled on city officials to be firm against developers who
\ncontinued to neglect their obligations.<\/p>\n
\"Firm action should also be taken against other developers,
\nsuch as Concorde 2000,\" he said referring to a luxurious housing
\ncomplex in East Jakarta.<\/p>\n
Surjadi said the authorities could also link the issuance of
\nvarious documents to housing developers to their ability to
\nfulfill their various obligations.<\/p>\n
\"Because the most important thing is to make developers obey
\nthe regulation,\" he said.<\/p>\n
Officials at City Hall said that only a handful of the
\nhundreds of housing developers have managed to fulfill their
\nobligations to build the necessary facilities. (yns)<\/p>",
