Mataram Mayor Mohan Roliskana has strictly prohibited all regional\napparatus organisations (OPD) within the Mataram City Government from\nrecruiting new casual staff. The ban was reinforced because the city\u2019s\npersonnel expenditure remains above the ideal threshold set by the\ncentral government.<\/p>\n
\u2018Let there be no further additions. We have communicated to the OPD\nranks that there will be no appointment of new casual staff,\u2019 Mohan\nasserted during an interview at the Mataram Mayor\u2019s Office on\nTuesday.<\/p>\n
Mohan stressed that the policy halting the recruitment of casual\nworkers is final and cannot be negotiated under any pretext. \u2018We are no\nlonger recruiting casual staff, because it is no longer possible to do\nso,\u2019 he said.<\/p>\n
According to Mohan, the Mataram City Government is currently striving\nto reduce the proportion of personnel spending to reach the 30 percent\nfigure stipulated by the central government. \u2018Whatever the reason, it is\nnot possible to do that (recruit casual staff). Because we are striving\nto be in the 30 percent position. Our spending is currently above that.\nOur current effort to reach the 30 percent position is not easy either,\u2019\nhe continued.<\/p>\n
The ban on recruiting new casual staff aligns with central government\nregulations. The Ministry of Home Affairs previously emphasised that\nregional governments are no longer permitted to recruit casual staff\nbecause personnel spending in most regions still exceeds the limit. The\nregulation refers to Law Number 1 of 2022 concerning Financial Relations\nbetween the Central Government and Regional Governments (HKPD). Under\nthis legal statute, the central government has set a maximum personnel\nexpenditure of 30 percent of the total regional budget (APBD).<\/p>\n
Amidst the policy halting casual recruitment, the Mataram City\nGovernment continues to propose formations for Civil Service Candidates\n(CPNS) and Government Employees with Work Agreements (PPPK). However,\nthe number of formation requests this year is far fewer than in previous\nyears. The Mataram City Government has only proposed 200 formations,\ntaking into account the region\u2019s financial capacity. In prior years, the\ncity government had proposed up to 600 formations for both CPNS and\nPPPK.<\/p>\n
\u2018We have proposed 200 formations, both for civil servants and PPPK.\nWe have submitted the formation requests through the applications of the\nBKN and the Ministry of Administrative and Bureaucratic Reform. We are\nnow waiting for verification from the centre,\u2019 said Mataram City\nRegional Secretary Lalu Alwan Basri.<\/p>\n
Alwan stated that the size of personnel spending is one of the\nprimary factors behind the reduced number of state civil apparatus\nformation requests within the Mataram City Government. Additionally, the\nHKPD regulation on financial relations between the central and regional\ngovernments also prevents the city from proposing formations in large\nnumbers as before. \u2018We are looking at the region\u2019s financial capacity,\nespecially with the HKPD stipulating the 30 percent limit, which we must\nalso consider.
