Mar'ie vows to fight fake exports<\/p>\n
JAKARTA (JP): The government will take strict measures against
\nexporters found guilty of falsifying exports as a means of
\nprofiting from export facilities, Minister of Finance Mar'ie
\nMuhammad says.<\/p>\n
\"We are scrutinizing companies suspected of getting involved
\nin reporting fake exports to accrue benefits from export
\nfacilities and we will make a public announcement as soon as we
\nfinish,\" he announced yesterday.<\/p>\n
\"And you should know, the government will never compromise
\nwith exporters or officials who are found to be involved in
\nmalfeasance or irregularities,\" he said.<\/p>\n
\"Give me a few days, please, and we will unveil the result of
\nthe scrutiny,\" said Mar'ie, who appeared preoccupied with the
\nproblems caused by the bad debts of textile manufacturer PT
\nKanindo Success Textile.<\/p>\n
M. Tjoek Soeroso, head of the Ministry of Finance's Agency for
\nExport Facilities and Financial Data Analyses (Bapeksta), told
\nreporters on Thursday that the ministry had found indications
\nthat certain export documents had been tampered with.<\/p>\n
\"At least 15 exporters are now under examination by our
\nagency,\" he said. \"One of the alleged exporters is PT Detta
\nMarina (DM) which likely made 'fictitious' reports on exports to
\nSingapore.\"<\/p>\n
According to Tjoek, the agency has found that almost all of
\nthe 15 exporters examined have defects in their financial and
\nadministrative reports.<\/p>\n
\"Their reports have no clear dates on imports of raw
\nmaterials, no details on the processing of the materials and
\nsometimes no reliable information on the export destinations,\" he
\nexplained.<\/p>\n
\"Such bad administrative performance clearly indicates that
\nexporters may hide any irregularities in their business, although
\nthey are not always justified,\" he argued.<\/p>\n
Through a series of deregulatory measures introduced over the
\npast few years, the government allows exporters to receive duties
\nand value added tax that they have paid for the imports of raw
\nmaterials as soon as they export the products.<\/p>\n
By filing fake reports on exports, exporters can make money by
\nreceiving import duties and value added tax that is not
\nrightfully theirs.<\/p>\n
However, Mar'ie said yesterday that \"if government officials
\nare involved in the export document manipulation, people should
\nnot soon come to the conclusion that the government's supervisory
\nmanagement is poor.\"<\/p>\n
Detta Marina<\/p>\n
Tjoek also expressed concern that Detta Marina, whose
\nexecutive reportedly wants to take over the debt-ridden textile
\nbusiness of Robby Tjahjadi, a former luxury car smuggler turned
\nbusinessman, has tried to manipulate export documents.<\/p>\n
\"We are still awaiting final examinations on Detta Marina's
\nexport activities,\" he said. \"Its documents show that the company
\nexported 41,280 jackets on April 19 by using the Apollo ship
\nthrough Tanjung Priok port in Jakarta,\" he added.<\/p>\n
But according to administrative authorities at Tanjung Priok,
\nthe Apollo did not berth at the port on April 19, Tjoek said.<\/p>\n
He said that Detta Marina as of last December stopped using
\nthe services of Bapeksta and, instead began using the export
\nfacility offered by the Directorate General of Customs and Excise
\nto exporters operating at ports of entry.<\/p>\n
By using the latter facility, exporters need only one week to
\nregain import duties, as compared to the two weeks offered by
