        "content": "<p>Many developers fail to construct low-cost housing<\/p>\n<p>JAKARTA (JP): City Council members criticized private property<br>\ndevelopers yesterday for failing to build low-cost apartments<br>\naccording to schedule.<\/p>\n<p>Many developers have failed to construct apartments for low-<br>\nincome people, arguing that the governor has not provided the<br>\nneeded land.<\/p>\n<p>The councilors emphasized that the businessmen should have the<br>\ninitiative to keep reminding the administration of its obligation<br>\nto provide the sites for the low-cost housing.<\/p>\n<p>&quot;Developers should not keep waiting for the city<br>\nadministration to determine the location. Instead, they should<br>\nkeep asking,&quot; said Soetarman AMD, Deputy Chairman of the<br>\nCouncil&apos;s Commission D in charge of public works.<\/p>\n<p>&quot;The commission urges the developers to be pro-active so that<br>\nthey can build the badly needed low-cost apartments,&quot; Soetarman<br>\ntold reporters.<\/p>\n<p>Secretary of the Commission Bahriyoen Soetjipto supported<br>\nSoetarman&apos;s proposal, saying that development of more low-cost<br>\napartments is one of the city&apos;s priorities.<\/p>\n<p>Bigger role<\/p>\n<p>Bahriyoen noted that private developers should play a bigger<br>\nrole in the development of housing for the poor because the city<br>\nadministration is unable to do it alone due to financial<br>\nconstraints.<\/p>\n<p>He suggested that builders should start work as soon as they<br>\nhave the necessary permits.<\/p>\n<p>He noted the case of PT Indokisar Jaya, a developer of<br>\napartments, hotels and house\/shops on Jl. Pecenongan, Central<br>\nJakarta, as an example.<\/p>\n<p>Under a 1990 gubernatorial decree, developers are required to<br>\nbuild a low-cost apartment when they build an upscale one. But PT<br>\nIndokisar Jaya has not yet built a low-cost one because it is<br>\nwaiting for the city administration to determine the location it<br>\nis supposed to build on.<\/p>\n<p>Action<\/p>\n<p>&quot;This kind of confusion would not have occurred if the<br>\ndeveloper had not just waited (for the city administration to<br>\ndetermine the location)&quot; Bahriyoen said.<\/p>\n<p>PT Indokisar is facing punitive action by the city<br>\nadministration because it has not begun the construction of the<br>\napartments.<\/p>\n<p>Bahriyoen said the construction of the luxury apartments has<br>\nbeen 60 percent completed and therefore it is time for the<br>\ndeveloper to fulfill its obligation to build the low-cost<br>\napartments.<\/p>\n<p>Managing Director of PT Indokisar Alex Lingas told the city<br>\ncouncil that it will discuss the matter with the city<br>\nadministration as soon as possible.<\/p>\n<p>Every year the city needs 70,000 housing facilities and, due<br>\nto land shortages, 30 percent of the demand should be fulfilled<br>\nby low-cost apartments and condominiums.<\/p>\n<p>Fifty percent of the demand is fulfilled by private developers<br>\nwho build luxurious housing for the middle and upper classes and<br>\nthe rest should be fulfilled by the city administration.<\/p>\n<p>The city administration plans to build housing for 3,150<br>\nfamilies every year from the 1995\/1996 fiscal until 2006.<\/p>\n<p>Currently the city administration is constructing 40<br>\napartments 21 square-meters in Jati Bunder, 152 in Karet Tengsin,<br>\n532 in Bendungan Hilir and 288 in Tebet.<\/p>\n<p>From 1985 there has been a total of 7,163 low-cost apartments<br>\nof various types built in the city, from 18 square-meter<br>\napartments to 54 square-meters. More than 1,200 apartments will<br>\nbe constructed and ready for occupancy next year.(yns)<\/p>",
