Most of Jakarta's flood victims have returned home in relief
\nafter days of huddling in evacuation camps. But as of Friday,
\nmany people still unable to leave the shelters, as their
\nneighborhoods remained submerged by floodwaters.<\/p>\n
At least 100,000 residents of four out of five subdistricts in
\nPenjaringan, North Jakarta, still could not return to their homes
\nbecause floods in their area had not receded.<\/p>\n
The four subdistricts were Penjaringan, Pluit, Pejagalan and
\nKapuk Muara. The water levels there were between 30 centimeters
\nand 150 centimeters deep.<\/p>\n
The hardest-hit areas were Pluit, which is a wealthy area with
\na local reputation as being home to \"haves,\" and Penjaringan.<\/p>\n
Exclusive housing complexes such as Pluit Karang Permai, Pluit
\nKarang Indah, Pluit Permai, and Pluit Sakti, were seen deserted
\nby their residents.<\/p>\n
Omen, a security guards at Pluit Karang Permai, said that the
\nresidents had left since the flooding began a week ago. \"They
\nhave gone left to live in hotels -- that's what they told me
\nbefore leaving,\" he said.<\/p>\n
The Pluit Mega Mall was also surrounded by the flood; no
\nvehicles, except trucks, could enter the area.<\/p>\n
The Pejagalan subdistrict office was swamped beneath one meter
\nof water.<\/p>\n
Deputy chief of Penjaringan district, Usmayadi, said that the
\ndistrict was surrounded by three rivers which had flooded their
\nbanks -- Muara in the west, Flood Canal in the center, and Krukut
\nin the East.<\/p>\n
The floodwater level remained high in these areas due to the
\noverflowing of the Pluit reservoir, the last destination of the
\nKrukut river. The water pump at the reservoir was unable to pump
\nout sufficient amounts of the water.<\/p>\n
\"The overflowing of the Muara and Krukut rivers was dealt with
\nas the river surged straight toward the sea -- but the
\noverflowing of the Krukut river was more difficult to handle, as
\nit flows toward the water reservoir before going into the sea,\"
\nsaid Usmayudi.<\/p>\n
He added that the water pump at the reservoir started to work
\nonly on Friday due to power failure.<\/p>\n
The district received an extra nine water pumps from the
\ncity's Public Works Agency on Thursday to help remove the water;
\nthey could not be used on arrival, however, since their pipes
\nwere not available.<\/p>\n
If all of the pumps worked, Usmayudi predicted that the flood
\ncould recede in four to five days.<\/p>\n
\"I admit that we have had difficulties in providing a long-
\ndistance pipe. We actually have our own pipes, but their length
\nwas just too short. We need longer pipes to prevent destruction
\nof the dike, as the strong currents could erode the dike
\nconstruction, altogether,\" added Usmayudi.<\/p>\n
While residents in the district struggled to stop the flood,
\nthe district chief, Setiabudi Supardan, left for Saudi Arabia on
\nFriday to conduct the one-month holy pilgrimage.<\/p>\n
The latest report on the flood spots issued by the city
\nadministration's Center of Crisis Control showed that there were
\nstill 11 flooded subdistricts in four mayoralties.<\/p>\n
They included Kalibata, Bukit Duri, and Pancoran subdistrict
\nin South Jakarta; Kampung Melayu, Jatinegara, and Cipinang Besar
\nSelatan in East Jakarta; and Jembatan Lima, Pekojan, Roa Malaka,
\nand Tambora in West Jakarta. The water level in those areas have
\nreached 200 centimeters.<\/p>\n
The Tambora district secretary, Idris Priyatna, explained that
\nthe flooding in her area had not subsided because of the
\noverflowing of the Cideng, Krukut, and Besar rivers -- all of
\nwhich passed through the center of the district.<\/p>",
