        "content": "<p>Manila mulls ties with North Korea<\/p>\n<p>MANILA (DPA): The Philippines is considering bilateral<br>\nrelations with North Korea but is moving cautiously out of fear<br>\nof a negative impact on the reconciliatory dialog between<br>\nPyongyang and Seoul, a top official said yesterday.<\/p>\n<p>\"Upon establishing bilateral relations with Pyongyang, we can<br>\nbe more neutral and objective in our relations with the two<br>\nKoreas,\" said Foreign Secretary Domingo Siazon. \"All the<br>\nconditions for establishing relations are there.\"<\/p>\n<p>He said the possibility is likely to be addressed by the<br>\nincoming administration of President-elect Joseph Estrada, who<br>\ntakes office June 30.<\/p>\n<p>Siazon, who will maintain the same post in Estrada's cabinet<br>\nthat he has in the outgoing administration of President Fidel<br>\nRamos, noted the government is proceeding cautiously out of<br>\nconcern such a step might \"unnecessarily stop the progress of the<br>\nfour-power talks\".<\/p>",
