        "content": "<p>Manila helps sugar industry<\/p>\n<p>BACOLOD CITY, Philippines (DPA): The Philippine government<br>\nwill spend some 40 billion pesos (US$909 million) for a five-year<br>\nprogram to rehabilitate its ailing sugar industry.<\/p>\n<p>\"We have launched a modernization plan for the sugar industry.<br>\nThis is intended to ensure that in a few years' time, the sugar<br>\nindustry will be able to provide the sugar requirements of our<br>\ncountry and there will be no need for us to import,\" said<br>\nPresident Joseph Estrada.<\/p>\n<p>Agriculture Secretary William Dar explained that the five-year<br>\nprogram will entail an average of 8 billion pesos ($182 million)<br>\na year to be funded by the national government and government<br>\nfinancial institutions.<\/p>\n<p>The money will finance the purchase of tractors, mill and<br>\nrefinery equipment, and transport systems. The national<br>\ngovernment will fund research and development, technical<br>\nassistance services, irrigation systems, and farm-to-market<br>\nroads, Dar said.<\/p>",
