As a former<br>\npresident director of PT Caltex Pacific Indonesia, the largest<br>\nproducer among Pertamina's Production Sharing Contractors (PSC)<br>\nin Indonesia, I believe no one will doubt your knowledge of the<br>\noil business or your contacts in the industry.<\/p>\n<p>In his speech prior to your installment to your new position,<br>\nPresident Abdurrahman Wahid specifically instructed you to do<br>\nfour things: eradicate corruption and collusion in the company;<br>\nimprove Pertamina's efficiency; expand the company's production<br>\ncapacity; and make Pertamina an internationally competitive oil<br>\ncompany. Based on the given time frame, your assignment could be<br>\nelaborated as follows:<\/p>\n<p>Short term: Maybe in one or two years you will be able to<br>\neradicate corruption and collusion, at the same time improving<br>\nefficiency.<\/p>\n<p>Middle term: Over two years from now, you must expand<br>\nPertamina's production capacity.<\/p>\n<p>Long term: I believe it will take more than five years, and if<br>\nyou are still in your position then we can see whether you<br>\naccomplished the goal, to make Pertamina an internationally<br>\ncompetitive oil company.<\/p>\n<p>As a newcomer to Pertamina's board, you are free of corruption<br>\nand collusion. Therefore, you do not face any constraints in<br>\ntaking resolute steps in regard to Pertamina's personnel. Success<br>\nin the short term will greatly help you accomplish your middle<br>\nand long-term tasks.<\/p>\n<p>As regards to efficiency, I would like to suggest you give an<br>\nextra effort for PSC companies' cost recovery. In the year 2000,<br>\nthe budget figure will be around US$2.5 billion. Using an<br>\nexchange rate of Rp 7,000 per dollar, the amount equals Rp 17.5<br>\ntrillion. If PSC companies could improve their efficiency by 10<br>\npercent, and I am sure they could, we would get additional<br>\nrevenue of Rp 1.7 trillion.<\/p>\n<p>M.
