        "content": "<p>Maintaining stability<\/p>\n<p>President Soeharto asks the Armed Forces to continue their<br>\nfunction as an agent of stability and as an inspiration for the<br>\nnext 25 years, as they have done so to date. As an agent of<br>\nstability, the Armed Forces should be able to create a climate<br>\nconducive to the true functioning of all state institutions in<br>\nthe center of power and regions according to their respective<br>\nmissions.<\/p>\n<p>President Soeharto is apparently trying to eliminate the wrong<br>\nimpression and interpretation about the dual function of the<br>\nArmed Forces. In fact, constitutionally, the issue of the dual<br>\nfunction is not to be disputed.<\/p>\n<p>The President is correct in that an integrated effort between<br>\nthe Armed forces and other institutions is crucial in maintaining<br>\nstability and in narrowing the social gap, by doing away with<br>\nrepressive measures, and in resorting to preventive approaches so<br>\nas to ensure the integrity of the Armed Forces and the society's<br>\nesteem.<\/p>\n<p>-- Suara Karya, Jakarta<\/p>",
