Lt. Gen. Rusdihardjo denies kidnapping allegations in Aceh<\/p>\n
DENPASAR, Bali (JP): National Police chief Lt. Gen.
\nRusdihardjo strongly denied allegations that his men based in
\nAceh kidnapped innocent civilians as has been recently alleged by
\nsome families to the Commission for Missing Persons and Victims
\nof Violence (Kontras).<\/p>\n
\"It's impossible for a policeman to conduct an abduction. I
\nhave never seen or heard about a kidnapping by members of the
\npolice under my control,\" he said after closing a course for
\ntourism police at the Bali Police Headquarters on Thursday.<\/p>\n
Rusdihardjo said he believed that what had really happened was
\nthat police arrested some people for certain legal reasons, but
\ntheir relatives claimed they were kidnapped.<\/p>\n
\"This was made possible because the officers did not show any
\nwarrants before arresting any one. A warrant is a must unless it
\nis in a state of emergency,\" he said.<\/p>\n
The second possibility was that the relatives of the detainees
\ndidn't know where their relatives were being detained. \"Those
\narrested by the officers might be detained at police sub-
\nprecincts, precincts or the provincial police headquarters.\"<\/p>\n
A group of Aceh residents met with Kontras officials and told
\nthem of their missing relatives. They said their relatives
\n\"disappeared\" after policemen searched villagers' homes in Aceh
\nin an effort to find members of the separatist movement.<\/p>\n
\"Such allegations must be clarified. People cannot just report
\nthe disappearance of their relatives and then accuse policemen of
\nhaving kidnapped them without clarification,\" Rusdihardjo said.<\/p>\n
Rusdihardjo also said that Indonesian tourism police had
\nfailed to carry out their job.<\/p>\n
The officers had done a good job of \"securing\" tourists. \"The
\nresult, however, was that the tourists felt they were being spied
\non,\" he said.<\/p>\n
The tourism police unit was set up in the 1980s.<\/p>\n
\"We don't want to make similar mistakes,\" he said, stressing
\nthat such a course, involving some 100 officers from all parts of
\nthe country, was essential.<\/p>\n
Rusdihardjo donated three cars and 12 motorcycles for the Bali
