Jakarta (ANTARA) - The Witness and Victim Protection Agency (LPSK) is\nstrengthening efforts to protect victims of alleged sexual violence\noffences (TPKS) at the University of Indonesia\u2019s Faculty of Law (FH UI)\nthrough proactive measures to ensure victims feel brave enough to report\nand receive their rights in the legal process.<\/p>\n
LPSK Deputy Chair Susilaningtias, in a statement in Jakarta on\nFriday, emphasised that a proactive approach is an essential part of\nresponding to victims\u2019 vulnerabilities, particularly in digital-based\nsexual violence cases that could cause psychological and social\npressure.<\/p>\n
\u201cLPSK is ready to provide protection and assistance to victims in\ndigital-based sexual violence cases. We ensure that victims feel safe,\nincluding in facing potential pressure, threats, or concerns over\nidentity disclosure,\u201d she said.<\/p>\n
These steps are taken without waiting for an official request from\nthe victim, as regulated under Law No.\u00a031 of 2014 on Witness and Victim\nProtection, by conducting direct outreach on 15\u201316 April 2026 through\ninformation deepening and coordination with the campus, task force,\nstudents, and the victim\u2019s legal representatives.<\/p>\n
She explained that LPSK has the authority to provide protection\nwithout waiting for a request, as long as there is an urgent need and\nthe victim\u2019s consent.<\/p>\n
\u201cWe see vulnerabilities that need to be addressed from the start.\nTherefore, LPSK takes a proactive approach to ensure victims understand\ntheir rights and have access to protection,\u201d she said.<\/p>\n
Based on the deepening results, LPSK noted concerns among victims,\nranging from potential pressure and threats, risks of identity exposure\nin digital spaces, to the possibility of counter-reporting using other\nlegal provisions.<\/p>\n
\u201cSuch conditions can affect victims\u2019 courage to continue the legal\nprocess,\u201d she said.<\/p>\n
Victim psychology<\/p>\n
According to Susilaningtias, barriers in sexual violence cases are\nnot only in proving the case but also in the psychological and social\nfactors faced by victims.<\/p>\n
In the legal context, Law No.\u00a012 of 2022 on TPKS stipulates that\nsexual violence is not only physical but also non-physical, including\nstatements, comments, or actions with sexual nuances through electronic\nmedia that cause discomfort or intimidation.<\/p>\n
Additionally, the regulation also covers electronic-based sexual\nviolence, including the dissemination of sexual content without the\nvictim\u2019s consent, which can be punished with imprisonment and fines.<\/p>\n
LPSK assesses that the practice of disseminating comments or content\nwithout permission through digital groups in this case potentially meets\nthe elements of a criminal offence, either as non-physical sexual\nharassment or electronic-based sexual violence.<\/p>\n
On the other hand, handling at the campus level is carried out\nthrough the Task Force for the Prevention and Handling of Sexual\nViolence (Satgas PPKS), as well as providing counselling services for\nvictims.<\/p>\n
LPSK emphasised that it will continue to coordinate with various\nparties, including the victim\u2019s legal representatives and educational\ninstitutions, to ensure protection runs effectively and sustainably.<\/p>\n
