        "content": "<p>Low pay behind illegal levies<\/p>\n<p>JAKARTA (JP): The low salaries of traffic police officers and<br>\nother officials in charge of traffic have motivated the demanding<br>\nof bribes from drivers, an official says.<\/p>\n<p>The head of the Transportation Ministry Office, Abdul Karim<br>\nTjokroprawiro, said that increasing their salaries would be the<br>\nbest way to eliminate bribery cases.<\/p>\n<p>He said his office is preparing a proposal on the salary<br>\nincrease to the government.<\/p>\n<p>Traffic police officers and officials of the city land<br>\ntransportation control agency have been under fire for asking<br>\nmoney from drivers of buses and taxis.<\/p>\n<p>Karim said he believed that the main reason for the officers<br>\nto collect money from the drivers is the officers low salaries.<\/p>\n<p>\"In my personal opinion that's what makes them behave like<br>\nthis. It is impossible to overcome illegal levies or expect them<br>\nto obey the regulations if we do not change their economic<br>\ncondition,\" he said.<\/p>\n<p>Karim was commenting on the accusation aired by the land<br>\ntransportation association, Organda, which said that various<br>\npermits meant higher costs for the transportation companies.<\/p>\n<p>\"I don't think the permits cause high cost to the company. And<br>\nall payment for the permits are legal,\" Karim said.<\/p>\n<p>He said that the existing regulations are perfect but their<br>\nenforcement was weak.<\/p>\n<p>Therefore, the government should improve the condition by<br>\nincreasing the officers' salaries or giving, for instance, 75<br>\npercent of the fine to the officers as an incentive.<\/p>\n<p>Karim said the government will only give selected officers the<br>\nauthority to fine traffic violators and to give drivers the right<br>\nto defend themselves.<\/p>\n<p>\"This is important because the drivers' right to defend<br>\nthemselves is neglected and sometimes they are labeled as<br>\nconfrontational when they use their rights,\" he said.
