'Love Bug' suspect charged in RP<\/p>\n
MANILA (AP): Philippine investigators filed criminal charges
\non Thursday against a computer programming student suspected of
\nhaving released the \"ILOVEYOU\" computer virus which crippled e-
\nmail systems worldwide, officials said.<\/p>\n
The filing of charges against the 23-year-old student, Onel de
\nGuzman, had been delayed while lawyers for the National Bureau of
\nInvestigation studied evidence and applicable laws.<\/p>\n
Until President Joseph Estrada signed a new law last week
\ncovering electronic commerce and computer hacking, the
\nPhilippines had no laws specifically against computer crimes.<\/p>\n
The new legislation, however, cannot be applied retroactively
\nto the \"Love Bug\" creator, and investigators instead charged de
\nGuzman with \"traditional\" crimes such as theft and violation of a
\nlaw which normally covers credit card fraud, NBI Director
\nFederico Opinion said. The charges carry a maximum penalty of 20
\nyears in prison, he said.<\/p>",
