The ongoing local leadership elections clearly show that local
\ncommunities find it difficult to choose leaders of high caliber,
\ndespite the relatively smooth holding of the polls.<\/p>\n
This phenomenon is connected with the high cost of standing in
\nthese elections. As a result, the chances of candidates who lack
\nthe necessary financial resources are slim. The elections,
\ntherefore, tend to be won by those with money.<\/p>\n
The major costs involved have also led to many candidates
\nrelying on backers to finance their campaigns, which of course
\nentails various forms of "commitments" if the candidates are
\nvictorious.<\/p>\n
Although being supported by financial backers is not in
\nviolation of local election rules, local chief executives elected
\nin this way are more likely to become involved in corruption to
\nrecover their money or succumb to pressure from the backers to
\nfurther their interests.<\/p>\n
