        "content": "<p>The National Collective Management Agency (LMKN) is strengthening\nIndonesia\u2019s music industry governance by implementing a phased\ndata-based royalty distribution system from June 2026. The policy will\nrun alongside the Unlogged Performance Allocation (UPA) scheme to ensure\nfairness for copyright owners.<\/p>\n<p>LMKN Secretary General M Bigi Ramadha Putra explained that UPA\ndistribution is based on LMKN Decision Letter No.\u00a0001.SK.LMKN.IV.2026,\ndesigned to compensate for music usage not captured in digital\nmonitoring data.<\/p>\n<p>\u201cLMKN uses data from radio, television, and digital platforms to\ndetermine royalty distribution. UPA is necessary to account for songs\nplayed but not recorded in monitoring systems,\u201d Bigi stated in a press\nrelease in Jakarta, cited on Sunday (31 May 2026).<\/p>\n<p>During the transition period, LMKN has allocated 20% of royalties\ncollected from users who fail to submit usage data to UPA. This\nsignificant percentage reflects LMKN\u2019s focus on strengthening data-based\ndistribution from 2025 to 2028.<\/p>\n<p>For transparency, LMKN detailed UPA royalty distribution for\nJuly-December 2025, totalling over Rp4.6 billion.<\/p>\n<p>To improve data accuracy, LMKN introduced the term \u2018sleeping\nrepertoire\u2019 for works by members that did not appear in usage logs for\ntwo consecutive distribution periods but still received royalties via\nUPA.<\/p>\n<p>Currently, royalty distribution processes vary across Collective\nManagement Organisations (LMKs). For creators, LMKN is coordinating\nclosely with RAI and KCI. Among producers, SELMI and ARMINDO have\nsubmitted distribution invoices, while performance-related LMKs such as\nPRISINDO, PAPPRI, SELMI, and CNS are awaiting administrative documents\nfor fund disbursement.<\/p>\n<p>LMKN urges all LMKs to verify member data, as accuracy is key to\nensuring future royalty distributions are transparent, accurate, and\nbased on actual usage.
