        "content": "<p>JAKARTA, KOMPAS.com - The public has been shocked by reports of a\npolice raid on a childcare facility or daycare called \u201cLittle Aresha\u201d in\nYogyakarta City, suspected of committing violence and neglect against\nchildren.<\/p>\n<p>It turns out that Little Aresha daycare, which was raided by police\non Friday (24\/4\/2026), did not hold a permit.<\/p>\n<p>From the case presentation, the police have designated 13\nindividuals, from the leadership to the caregiving staff, as suspects\nfor alleged assault on 53 children.<\/p>\n<p>Cases of child violence occurring in daycares are not the first in\nYogyakarta; previous tragic incidents have also occurred in Depok, West\nJava.<\/p>\n<p>The owner of Wensen School Indonesia, Meita Irianty, has been\ndesignated as a suspect by the police for assaulting two victims, namely\nMK (2) and HW (9 months).<\/p>\n<p>Data from the Ministry of Women\u2019s Empowerment and Child Protection\n(PPPA) records that around 44 percent of daycares in Indonesia do not\nhave permits or legal status, and only 30.7 percent have operational\npermits.<\/p>\n<p>Amid this situation, the need for childcare services is actually\nhigh. The Ministry of PPPA states that around 75 percent of families in\nIndonesia require alternative childcare.<\/p>\n<p>\u201cFrom a governance perspective, around 20 percent of daycares do not\nhave SOPs, and 66.7 percent of the managing human resources are not\ncertified. Meanwhile, 12 percent have registration marks and 13.3\npercent are legal entities,\u201d said Minister of PPPA Arifah Fauzi in a\nwritten statement on Sunday (26\/4\/2026).<\/p>\n<p>Not only the facilities, Arifah said, the recruitment process for\ncaregivers is also not yet based on standards and still lacks specific\ntraining.<\/p>\n<p>\u201cThis condition shows that the high need for daycare services is not\nmatched by service quality that optimally guarantees the fulfilment of\nchildren\u2019s rights,\u201d she stated.<\/p>\n<p>Based on this, the Minister of PPPA is encouraging the implementation\nof standardised childcare services through certification of\nChild-Friendly Nurseries (TARA), as regulated in Ministry of PPPA\nRegulation Number 4 of 2024.<\/p>\n<p>In addition, Arifah is encouraging the implementation of a child\nprotection code of ethics (child safeguarding) as an obligation for all\nhuman resources.<\/p>\n<p>These provisions are aimed at protecting children from all forms of\nviolence, abuse, neglect, exploitation, and other mistreatment, in line\nwith the principles of the Convention on the Rights of the Child.<\/p>",
