Listing of decrees to detect levies<\/p>\n
JAKARTA (JP): The city administration is listing all
\nprovincial decrees in an effort to detect levies which are
\nhampering economic growth.<\/p>\n
\"Hopefully, there are no decrees which are not in line with
\npolicies. So, we won't have to eliminate any,\" Governor Surjadi
\nSoedirdja said, adding that his office is cooperating with the
\nMinistry of Home Affairs over the issue.<\/p>\n
The action was taken by the city administration in response to
\nPresident Soeharto's appeal that provincial levies, which could
\nhamper the economy must be abolished.<\/p>\n
Meanwhile, the deputy governor for economic and development
\naffairs, TB. M. Rais, said that the listing does not mean
\npractically elimination of some decrees.<\/p>\n
\"We cannot promise you that the municipality will eliminate
\nany decrees. Everything will be done very carefully because most
\nof the provincial decrees were issued to raise city revenues,\"
\nRais said.<\/p>\n
He added eliminating some decrees may have a negative impact
\non the city budget, which depends largely on city revenues.<\/p>\n
The city council yesterday approved the 1996\/1997 budget
\nproposed by the city administration at Rp 2.84 trillion; Rp 1.8
\ntrillion of which is expected from city revenues.<\/p>\n
Rais suggested that what really hampers investment growth is
\nred tape and illegal levies, not the decrees.<\/p>\n
\"Red tape and the imposition of illegal levies is the main
\nfactor slowing down economic development,\" he said.<\/p>\n
President Soeharto has called on local administrations to
\nrevoke all rulings on levies which hamper economic growth.
\nSoeharto warned that he would issue a presidential decree to
\nenforce the reductions if moves were too slow. (yns)<\/p>",
