        "content": "<p>LIPI expresses frustation<\/p>\n<p>Ridwan Max Sijabat, The Jakarta Post, Jakarta<\/p>\n<p>Six months before the Dec. 26, 2004 tsunami that devastated Aceh,<br>\nthe Indonesian Institute of Sciences (LIPI) had circulated<br>\nposters in northern Sumatra about a possible major disaster<br>\nthere, but locals ignored the early warning.<\/p>\n<p>Worse still, the posters disseminated in public places were<br>\ntorn down and many subdistrict heads castigated the institute for<br>\nfrightening people.<\/p>\n<p>After the Indian Ocean tsunami that followed a huge earthquake<br>\nand killed over 200,000 people, Vice President Jusuf Kalla<br>\nreprimanded LIPI for its failure to issue an early warning to the<br>\ngovernment.<\/p>\n<p>&quot;The impacts of the tragedy would not have been as large if<br>\nthe Acehnese people and local executive heads had listened to the<br>\nearly warning,&quot; LIPI deputy chairman Lukman Hakim told a press<br>\nconference on his institute&apos;s new research in Jakarta on Tuesday.<\/p>\n<p>Lukman said the state-funded LIPI was disappointed with the<br>\ngovernment for rarely using the results of its research and<br>\nproposed concepts for implementing development programs.<\/p>\n<p>&quot;So far, LIPI has conducted a lot of research in numerous<br>\nfields and conveyed the results to the government, but most of<br>\nthem have never been taken into account in its development<br>\npolicies,&quot; he said.<\/p>\n<p>He cited the example that while LIPI had an adequate number of<br>\nmeteorologists and had over a long time developed the meteorology<br>\nsector, it has never been asked to produce international-<br>\nstandardized measurement tools and measuring machines, while many<br>\nIndonesian products were rejected in the international market<br>\nbecause of their poor quality.<\/p>\n<p>Lukman said LIPI had this year conducted research in 10<br>\nfields, including regional autonomy and social conflicts in<br>\nseveral regions, and would continue to present their results and<br>\nrecommendations to the government, regardless of whether they<br>\nwere used or not.<\/p>",
