        "content": "<p>JAKARTA, KOMPAS.com - A fatal accident has occurred again at a level\ncrossing, involving an online taxi with a Commuter Line train and the KA\nArgo Bromo. According to Government Regulation (PP), level crossings are\nnot mandatory. The regulations are stipulated in PP, Law (UU), and\nMinister of Transportation Regulation (Permenhub). Minister of\nTransportation Regulation No.\u00a0PM 94 of 2018 regulates safety standards\nat level crossings. \u201cWhat requires a level crossing is not the railway,\nbut the public whose roads cross the railway line,\u201d said transportation\nobserver and Chairman of the Institute for Transportation Studies\n(Instran) Ki Darmaningtyas, when contacted by Kompas.com recently.\nTherefore, to reduce the risk of accidents, based on Government\nRegulation No.\u00a056 of 2009 on Railway Services, Article 75 states that\nthe intersection of railway tracks with roads shall be made non-level.\nIt is further emphasised in Article 76 paragraph 1, namely that the\nnon-level intersection as referred to in Article 75 may be above or\nbelow the railway track. Thus, a flyover or underpass can be built. The\nsame article also explains the requirements for non-level intersections.\nThen, Article 77 explains level intersections or level crossings. In\nArticle 77 paragraph 2, it is stated that to ensure the safety and\nsmoothness of train travel and road traffic, level intersections must\nmeet the following requirements: [requirements follow]. Furthermore,\nArticle 77 paragraph 3 states that the level intersection as referred to\nin paragraph 1 is temporary and must be made into a non-level\nintersection if three factors are met.
