        "content": "<p>Effective implementation of a safe campus ecosystem requires clear\nand measurable governance. \u2018Ensuring protection for members of the\nHigher Education Violence Prevention and Handling Task Force (Satgas\nPPKPT) is a crucial step in creating a safe campus ecosystem free from\nviolence,\u2019 said MPR Vice Chair Lestari Moerdijat in a written statement\non Sunday (24 May). Beny Bandanadjaja, Director of Learning and Student\nAffairs at the Ministry of Higher Education, Science, and Technology\n(Kemendiktisaintek), stated on Tuesday (19 May) that the Satgas PPKPT\nrequires protection while carrying out its duties. Potential friction\nbetween reporting victims and the accused often creates difficult\nsituations and psychological pressure for case mediators. Satgas PPKPT\nmembers are vulnerable to threats, intimidation, and personal data leaks\n(doxing) from certain parties. Data from the Ministry of Higher\nEducation, Science, and Technology (Kemendiktisaintek) shows that it\nreceived over 800 campus violence reports throughout 2025. Furthermore,\nthe Indonesian Education Monitoring Network (JPPI) recorded at least 233\neducation-related violence cases in the first quarter of 2026, with\nsexual violence being the predominant type. Lestari noted that the\nestablishment of the Satgas PPKPT via Ministerial Regulation No.\u00a055 of\n2024 represents progress. However, the noble task of task force members\nto create safe campus environments often faces serious obstacles. Rerie,\nLestari\u2019s familiar name, stressed that policies to create a safe campus\necosystem must be accompanied by concrete system implementation. She\nsaid protection for the Satgas PPKPT cannot be sporadic but must be an\nintegral part of broader campus governance. \u2018Campus violence prevention\nand protection mechanisms must be continuously refined. While\nMinisterial Regulation No.\u00a055 of 2024 indicates a more systematic\napproach, its implementation effectiveness still faces on-the-ground\nchallenges,\u2019 said Rerie, who is also a member of the House of\nRepresentatives\u2019 Commission X. Rerie noted that violence case handling\nis often hindered by victim resistance due to cultural factors, power\ndynamics, and conflicting interests. To address this, she urged\nuniversities to have clear and easily understandable implementation\nguidelines for all field officers. \u2018Challenges and obstacles in\nimplementing PPKPT should not be excuses to delay the regulation\u2019s\nimplementation and allow violence in educational settings to persist,\u2019\nstressed the National Democrat Party\u2019s Senior Council member.
