Kurniawan,<br>\nThe Jakarta Post, Jakarta<\/p>\n<p>The National Resilience Institute (Lemhannas) is calling on the<br>\ngovernment and the House of Representatives to draw up a<br>\ncontingency plan in case the upcoming election fails to take<br>\nplace as scheduled.<\/p>\n<p>&quot;We all hope that the election will take place on time, but<br>\nthe possibility of failure must be taken into account seriously.<br>\nWe all know that only 60 percent of the ballot boxes have been<br>\nfinished,&quot; Lemhannas Governor Ermaya Suradinata said on the<br>\nsidelines of a hearing with House Commission I for defense and<br>\nsecurity affairs on Wednesday.<\/p>\n<p>He warned that delay in the ballot box procurement and ballot<br>\npaper printing would affect distribution schedules.<\/p>\n<p>The General Elections Commission (KPU) has not selected firms<br>\nto produce some 400,000 ballot boxes after it cut short its<br>\ncontract with tender winner PT Survindo Indah Prestasi due to the<br>\nlatter&apos;s failure to meet the production target. The printing of<br>\nballot papers had also been moved to Feb. 8, one week behind the<br>\noriginal schedule of Feb. 1.<\/p>\n<p>The commission has scheduled the legislative election for<br>\nApril 5, and the presidential election on July 5, with a possible<br>\nrunoff for the first two contenders on Sept. 20.<\/p>\n<p>The delay in the box procurement and ballot paper printing,<br>\nand their subsequent distribution, have raised concerns that<br>\nelections might not be held as scheduled.<\/p>\n<p>Ermaya said the government and the House must discuss a<br>\ncontingency plan because a delay would have a serious impact on<br>\nthe country.<\/p>\n<p>During the hearing presided over by commission chairman<br>\nIbrahim Ambong, Ermaya said that his institute had identified 28<br>\nindicators of threats to the 2004 general election.<\/p>\n<p>The indicators include the failure of KPU to procure election<br>\nlogistics, internal conflict within political parties, shortage<br>\nof staff members in the KPU and Elections Supervision Committee<br>\n(Panwaslu) in cities across the country, violation of campaign<br>\nregulations, and poor information dissemination on the elections<br>\nto the public.<\/p>\n<p>Meanwhile, KPU announced on Wednesday a consortia of 18<br>\ncompanies to print 600 million ballot papers for the April 5<br>\nlegislative election.<\/p>\n<p>KPU member Mulyana W. Kusumah and head of the ballot paper<br>\ntender, said whether the companies would be given responsibility<br>\nto print ballot papers in certain areas was to be decided later.<\/p>\n<p>KPU members were divided over what to do about the production<br>\nof ballot boxes by the current three companies.<\/p>\n<p>Logistics head Chusnul Mar&apos;iyah refused to accept<br>\nresponsibility for the ballot box production by tender winner<br>\nSurvindo.<\/p>\n<p>&quot;I will be responsible for the production of Tjakrindo and PT<br>\nAlmas only,&quot; she told reporters.<\/p>\n<p>Tjakrindo was appointed to produce 40 percent of 2.19 million<br>\nboxes, while PT Almas will produce 10 percent.<\/p>\n<p>KPU chairman Nazaruddin Sjamsuddin said on Tuesday that<br>\nSurvindo would be given a chance to accept offers from two new<br>\ninvestors to complete its production of around 38 percent of the<br>\ntotal 2.19 million boxes.<\/p>\n<p>The 18 winning companies:<\/p>\n<p>1.
