        "content": "<p>Legislators sign off on forestry bill<\/p>\n<p>JAKARTA (JP): The House of Representatives finally approved on<br>\nTuesday the government-sponsored forestry bill without major<br>\nchanges despite controversy during its deliberation.<\/p>\n<p>Minister of Forestry and Plantations Muslimin Nasution said he<br>\nwas relieved that the bill, which will replace the 1967 Forestry<br>\nLaw, was passed earlier than scheduled.<\/p>\n<p>He acknowledged that the bill, which is subject to the<br>\nPresident's approval before it can become law, was not flawless<br>\nand would be open for revision in the future.<\/p>\n<p>The bill underwent several revisions before it was submitted<br>\nto the House, he said, adding that the one deliberated by<br>\nlegislatures was the 18th forestry draft law prepared by the<br>\ngovernment since April.<\/p>\n<p>The bill, which was submitted to the House on July 19, was<br>\nscheduled for approval by the end of September.<\/p>\n<p>Non-governmental organizations and environmentalists have<br>\nobjected to the bill, saying it fails to outline local tribes'<br>\nrights in managing the forest. They insisted that the government<br>\nofficially recognize local tribes' areas of forest as \"folk<br>\nforest\".<\/p>\n<p>Muslimin argued that the new law, unlike its predecessor,<br>\nrecognized the existence of local tribes and their rights in<br>\nmanaging the forest under the say-so of local administrations.<\/p>\n<p>\"Folk forest is public forest where private laws can't be<br>\nendorsed, so the new law puts it under civil law. The enactment<br>\nof the law will strengthen the tribes' rights and simplify the<br>\nmanagement of the forests,\" Muslimin after the plenary session.<\/p>\n<p>The law also allows greater participation from cooperatives<br>\nand local companies to benefit from the country's forest<br>\nresources.<\/p>\n<p>Head of House Commission III Umbu Mehang Kunda said the new<br>\nlaw would change the country's perspective in its forest<br>\nmanagement from a \"timber management\" approach to \"forest<br>\nmanagement\".<\/p>\n<p>He added that it provided decentralized autonomy, giving local<br>\nadministrations greater autonomy in forest management and leaving<br>\nthe central government as the arranger of the strategic and macro<br>\npolicies on forestry management.
