Legislators protest plenary meeting<\/p>\n
JAKARTA: A number of legislators attending a plenary meeting of
\nthe House of Representatives on Monday protested the failure to
\nannounce their proposal to revise Law No. 45\/1999 on the division
\nof Papua into three provinces.<\/p>\n
Usually, the House hears input on matters such as revising a
\nlaw at the opening of a plenary session.<\/p>\n
Simon Patrice Morin of Golkar questioned House Deputy Speaker
\nTosari Widjaja for not announcing the proposal to revise the law
\non the division of Papua.<\/p>\n
Citing the House's internal rules, fellow legislator Ruben
\nGobay said all proposals submitted to the House must be announced
\nduring a plenary meeting.<\/p>\n
He said House leaders must have noticed the proposal from 30
\nlegislators because it had been submitted last September.<\/p>\n
A House staff member said he did not read out the proposal
\nbecause he had not received instructions to do so from House
\nleaders.<\/p>\n
It was eventually agreed to hear the proposal at the next
\nplenary session.<\/p>\n
Ruben said legislators who submitted the proposal to revise
\nthe law were demanding that any separation or establishment of a
\nnew administration entity refer to Law No. 21\/2001 on special
\nautonomy for Papua.<\/p>\n
Based on this law the establishment of a new province or
\nregency would require the approval of the Assembly of Papuan
