        "content": "<p>Jakarta (ANTARA) - Abdullah, a member of Commission III of the\nIndonesian House of Representatives (DPR RI), believes the government\nmust immediately draft implementing regulations following the\nratification of the revision to Law Number 5 of 2026 concerning the\nNational Police of the Republic of Indonesia (Polri) by President\nPrabowo Subianto.<\/p>\n<p>According to him, these derivative regulations could take the form of\nGovernment Regulations (PP), Presidential Regulations (Perpres), or\nNational Police Regulations.<\/p>\n<p>\u201cWe in Commission III of the DPR RI will oversee and monitor the\ndrafting of these regulations through working meetings, hearing\nsessions, and working visits,\u201d Abdullah stated in Jakarta on Monday.<\/p>\n<p>He assessed that various derivative regulations are crucial to\nproviding legal certainty, avoiding multiple interpretations, and\nserving as a guideline for the implementation of the National Police\u2019s\nduties and authority in the future.<\/p>\n<p>Abdullah noted that one of the most vital aspects requiring\nregulation is the mechanism for internal and external oversight, aimed\nat strengthening the accountability of the National Police.<\/p>\n<p>For external oversight, he suggested that the National Police\nCommission (Kompolnas) needs strengthening, specifically regarding its\nauthority, evaluation of police performance, public information\ntransparency, whistleblower protection, and public complaint\nmechanisms.<\/p>\n<p>He added that internal oversight must be bolstered by increasing the\nprofessionalism of the Inspectorate of General Supervision (Itwasum),\nthe Professional and Security Division (Propam), and other supervisory\nfunctions to enforce ethics, discipline, and accountability among police\nmembers.<\/p>\n<p>\u201cThe goal is to ensure that all derivative regulations remain aligned\nwith the spirit of police reform, strengthen the professionalism of the\ninstitution, and increase public trust in the National Police,\u201d he\nsaid.<\/p>\n<p>It is noted that President Prabowo Subianto has ratified Law Number 5\nof 2026, which constitutes the third amendment to Law Number 2 of 2002\nconcerning the National Police of the Republic of Indonesia, containing\nseveral crucial provisions.<\/p>\n<p>These provisions range from the placement of active police members in\npositions outside the institution and changes to retirement age, to\nopportunities for persons with disabilities to join the police\nforce.<\/p>\n<p>According to the Legal Documentation and Information Network (JDIH)\nof the Ministry of State Secretariat, based on the copy of the Law\nratified by President Prabowo Subianto on 17 June 2026, one significant\nchange is found in Article 28A, paragraph 1, which stipulates that\nNational Police members may hold positions outside the National Police\norganisation provided they are related to policing functions.<\/p>",
