Legislator upset over recall rumors<\/p>\n

East Java provincial legislative council chairman Bisjri Abdul
\nDjalil seemed upset by rumors spreading among councillors that he
\nwould be recalled from the legislature as he was no longer
\nconsidered loyal to his party.<\/p>\n
Bisjri said he would not make any comment on the rumors
\nbecause his current position as chairman was determined not by
\nhis party faction but by all factions in the legislative council.<\/p>\n
\"It's over. I won't give any more comments on the rumors
\nbecause so far, I remain loyal to the National Awakening Party
\n(PKB),\" he said here on Thursday.<\/p>\n
According to the rumors, Bisjri would be recalled from the
\nlegislative council because he was not loyal to the party's
\npolicy on the recent election of the Sampang regent and was
\nexpected to reject the candidacy of Choirul Anam, chairman of the
\nPKB chapter in East Java, in the upcoming gubernatorial election.<\/p>\n
Choirul, when asked to comment on the rumors, asserted that
\ncouncillors representing PKB in the legislative council were
\nobliged to listen to their constituents' political aspirations.<\/p>\n
A reliable source within the party said that implementation of
\na plan to recall Bisjri was just a matter of time.<\/p>\n
\"The recent reshuffle in the party's chapter will be followed
\nby another reshuffle of several positions in the party faction in
\nthe legislative council,\" he said.<\/p>\n
Meanwhile, other factions in the legislative council ruled out
\nthe PKB's plan to recall Bisjri because, according to the law,
\nthe PKB had no authority to remove him from the council
\nleadership.<\/p>\n
Adrianus Harsono of the Indonesian Democratic Party of
\nStruggle (PDI Perjuangan), the second largest faction in the
\nlegislative council, questioned whether there were rational
\nreasons behind PKB's plan to recall Bisjri. He said he feared the
\nplanned recall was based on personality issues.<\/p>\n
\"PKB has the authority to annul Bisjri's membership in the PKB
\nfaction in the legislative council but his status as councillor
\nwill remain effective and his appointment as chairman of the
\nlegislative council is based not on his membership of the PKB but
\non his status as a member of the legislative council,\" he said.<\/p>\n
To be fair, he said, the PKB should present Bisjri's apparent
\nfaults to the legislative council to allow it to consider whether
\nthey were valid reasons to replace him in accordance with the
\nlegislative council's internal rulings.<\/p>\n
Masjkur Hasyim, chairman of the joint faction, said the PKB
\nfaction could propose Bisjri's replacement but whether the
\nproposal was accepted or not would depend on all factions in the
\nlegislative council.<\/p>\n
\"Besides the absence of plausible reasons, the planned recall
\nof Bisjri will face a complicated procedure,\" he said.<\/p>",
